Education informatization has brought opportunities for the continued development of education and constant innovation.How to use education information to promote the realization of education modernization,teachers play an important role in this.Teachers should continuously improve their own professional skills in information technology,especially the ability to use information technology in education and teaching activities to take responsibility.The promulgation of the "Information Technology Competency Standards forTeachers in Primary and Secondary School(Trial)"(hereinafter referred to as the ""Capability Standards(Trial)" in 2014 has once again made teachers' information technology application capabilities a focus of attention.The "Capability Standards(Trial)" has been implemented for four years.What exactly has been the implementation of the policy and whether it has achieved its policy objectives? This requires the study of the existing effects of the implementation of the policy,excavating the constraining factors hidden behind the effects of the policy,and finding solutions to increase the effectiveness of the implementation of the policy.This study believes that the policy effect is to judge whether the policy has achieved the expected goal through the comparison between the actual result of the policy and the expected goal.In order to compare the actual results with the ideal results,this study compiled questionnaires and interview outlines based on the expected objectives of the "Capability Standards(Trial)" and investigated the actual effects of the policies.Firstly,questionnaires were distributed to 347 first-line teachers in four township middle schools in Henan Province,and 283 valid questionnaires were collected for descriptive analysis of the questionnaire results.The policy effects were initially dimensioned.Then select 10 teachers as the interviewees,from the interviews to a deep understanding of the implementation of the policy to compensate for the lack of survey questionnaires.Through questionnaires and interviews,the study found:Poor implementation of policies.In the 21 requirements,only 6 teachers in township and middle schools met the policy requirements,that is,the compliance rate was 28.6%.Therefore,71.4% failedto meet the policy requirements and the overall "capacity standards(Trial)" policy results were not good.The factors that influence the effectiveness of the policy include teachers ' awareness of information technology applications,existing information technology training,and the multimedia teaching environment provided by schools.In order to improve the effectiveness of the ""Capability Standards(Trial)" policy,the following suggestions were made based on the questionnaire and interview results:Teachers Should Renew Teaching Concepts,Improve Application Awareness,and Enhance Development Awareness;The school provides sufficient teaching resources,satisfies the teaching needs,attaches importance to school-based training under the support of information technology,builds a complete teaching evaluation system,and makes reasonable use of incentives;Training institutions should update training content,improve training methods and increase the number of training evaluations;Local governments should provide support in policies,tilt the allocation of manpower,and increase capital investment and supervision.In short,improving the effectiveness of the "Capacity Standards(Trial)" policy requires not only changes in teachers' thinking and behavior,but also the constant support and cooperation from external forces.
