Basic education plays an irreplaceable role in helping the poor to first help and control the intergenerational transmission of rural poverty.Under the current unbalanced development of urban and rural education,the Central Committee of the State Council continued to increase support for rural education.In June 2015,the Supporting Project of Rural Teachers(2015-2020)was introduced.It is the first important measure to increase the construction of rural teachers as a national strategy,and its goal is to stabilize the country.Rural teachers improve the quality of rural education and reduce the gap between urban and rural areas.After the introduction of the policy,the provincial government of Henan provincial government attaches great importance and strong support.On the one hand,it is the guidance of the national policy and the strong promotion of the local executive agencies.On the other hand,it is the urgent demand of rural education development and the deep hope of the rural teachers.The policy implementation has achieved more obvious results.This paper attempts to take six rural primary and secondary schools in R Country of Henan Province as a case,to study the effect of the implementation of the policy.On the basis of consulting a large number of documents,the investigation method and interview method are used to collect more detailed information.It is expected to find out the problems in the investigation and analysis,analyze the reasons behind it and put forward some practical suggestions,so as to improve the policy effect,it is beneficial to achieve the goal of policy.First of all,this paper defines the concept of "support plan" and "policy effect".With the help of the classic model of Smith policy implementation process model of public policy assessment,four main factors:policy,executive organization,target group,environmental factor and so on.They are two level indicators.There are 12 three level indexes are formed.A complete index system is applied to evaluate the effect of policy implementation.Secondly,we collect and analyze the collected data.The results of the survey shows that the teachers' teaching skills,working environment,life treatment and professional happiness have been partly improved after the implementation of the"support program" policy in R County,and the policy has achieved remarkable results.However,this policy has the following problems in the implementation process of R County:strong fuzziness of policy,insufficient publicity,inadequate institutional system,insufficient investment resources,limited participation in target groups and inadequate policy environment.Finally,the countermeasures are put forward in the light of local conditions,such as Strengthening policy systematicness,solving the predicament of the main body of the executive,improving the willingness of the target group and building a good environment support,in order to contribute to the improvement of the effect of the policy implementation.The innovation of this paper lies in the study of the implementation effect of"support plan" with the help of Smith model,which enriches the results of the case study in the implementation effect of the policy.At present,most of the related research in the academic circle has put the perspective on the analysis of policy text and policy identity,and the research on the implementation effect of the "support plan" policy is few.Based on the important practical significance of the policy,I hope this paper can play a role in the implementation and improvement of the follow-up related policies.Due to the limitations of the author's ability and resources,there are still many areas for improvement in this article.
