The Distorted Implementation And Correction Of The Project System In Rural Compulsory Education

For a long time,the rural obligation education has faced difficulties such as insufficient supply and unbalanced inter-school development,which cannot effectively meet the growing diversity and multi-level education demand of rural areas.In addition,The health level of rural primary and secondary school students is also in a neglected state.In practice,the state has paid increasing attention to the health status of students in compulsory education in rural areas.Central and local government explore the transformation of the traditional supply model of rural compulsory education in a project-based way,And launched nutrition improvement plan especially,the government and schools,suppliers,target groups and many more,form the main participants of the nutrition improvement program.The project system becomes an important supply model for the nutrition improvement plan,which has a specific historical opportunity and institutional origin,at the same time,it is also closely related to the pursuit of government policies at all levels and the willingness to govern.Fundamentally speaking,the implementation mode of implementing the project system in the nutrition improvement plan is a rational choice adopted by the central government in a specific political and economic environment.The first,it can meet the requirements of building a service-oriented government;Second,it can solve the problem of financial resources in the development of rural compulsory education.Third,it can ensure the effective implementation of national educationpolicies at the grassroots level.The special funds to reconfigure the resources,and and become an important means for the government to implement “technical governance”.The governance model of project system provides a new path for the implementation of nutrition improvement plan.The nutrition improvement plan is piloted and promoted in multiple locations in the form of a project system,in particular,under the unified leadership of the State Council,a management system has been formed that is based on local ownership,is responsible for grading,and is coordinated by various departments and parties.Among them,the government plays a leading role and the company and the school participate in the collaborative.However,there has been a series of deviations in the implementation of the nutrition improvement plan,for example,the performance of the project execution subject is not high,the satisfaction of the target group is limited,the project goal is alienated,it is not conducive to improving the development quality of rural compulsory education.but also damaging the credibility of the government.Based on Smith's policy execution process model,this paper analyzes the implementation process of nutrition improvement plan based on project system,discusses the performance,harm and cause of project execution deviation,and trys to come up with a path to improve the nutrition plan.This paper studies the application of project system in nutrition improvement plan.at the theoretical level,it analyzes the distortion implementation of the nutrition improvement plan from the perspective of Smith's policy implementation process model theory.From the perspective of theory,it analyzes the deviation performance,causes and optimization path,and expands the academic research in this field.At the practical level,it tries to propose a path to improve the nutrition plan,hoping that it will help promote the development of nutrition improvement plans.In the area of research methods,this paper adopts a combination of literature research and case studies.Through combing and summarizing the related literature of the project system and the development of rural compulsory education,Smith's policyimplementation process model and so on.Derived the governance results of the project system in some areas in China,and in the implementation of nutrition improvement plan in the form of a project system,the interaction between the project itself,the executive body,the target group and the execution environment in Smith's policy implementation process model and its role in the project,so as to summarize the optimization of nutrition improvement plan in the form of project system.In addition,this article selects S County as an individual case for empirical research,sort out and summarize the implementation of nutrition improvement plan,it focuses on the analysis of the implementation of the project and the reasons for the deviation of the project implementation.Through the research and analysis of the implementation status of S County nutrition improvement in the form of a project system,this paper summarizes the successful experience and development bottlenecks,and tries to put forward the corresponding optimization path.In the research content,this article is divided into six chapters.The first chapter analyzes the research basis,and provides the basis for the study by introducing the core concepts,Smith's policy implementation process model,and the hazards and corrective significance of distortions in the nutrition improvement program system.The second chapter introduces the operation of S County nutrition improvement plan in the form of cases,and summarizes the implementation of S County nutrition improvement plan.The third chapter is based on Smith's policy implementation process model and carries out the analysis of the implementation deviation of S County's nutrition improvement plan in the form of a project system,in particular,there are issues such as the ineffectiveness of project executives,the limited satisfaction of target groups,and the alienation of project goals.The fourth chapter analyzes the reasons for the implementation deviation of the S County's nutrition improvement plan in the form of a project system from four factors: the project itself,the project execution subject,the project target group,and the project execution environment.The fifth chapter,based on Smith's policy execution process model,puts forward the path of improving nutrition plan on the basis of case study.The sixth chapter concludes and summarizes the main conclusions and shortcomings of thestudy.The innovation of this article is reflected in two aspects,First,on the theoretical level,based on the Smith policy implementation process model,the development of the nutrition improvement plan is studied.The theoretical perspective is more fresh and unique.It is a supplement to the research perspective of the former rural compulsory education.Second,at the practical level,through the actual investigation of the implementation of the S County's nutrition improvement plan in the form of a project system,this paper analyzes the problems in the governance of the Nutrition Improvement Program,it provides relatively reliable practical materials for the operation of the project system in the development of the nutrition improvement plan,and complements the practical research of the project system in the field of compulsory education in rural areas.
