Poverty,as a major practical problem in the process of building a well-off society in an all-round way,needs to be solved urgently.Poverty alleviation should first help the wisdom and effectively play the important role of education in blocking the inter generational transmission of poverty.The key lies in teachers and the core is the quality of education.The launching of the Rural Teacher Support Plan(2015-2020)in June 2015 provides policy support for the construction of rural teachers,thus injecting new vitality into the work of better promoting poverty alleviation through education.Based on the research perspective of poverty alleviation through education,this paper takes the policy of poverty alleviation through education"Support Plan for Rural Teachers(2015-2020)" as the research point,and chooses 14 primary and secondary school teachers(including village teaching points)in Awati County as the research object.On the basis of consulting a large number of documents,this paper uses questionnaire survey and in-depth interviews to study the implementation effect of the "Support Plan" and explore the implementation of the policy.The underlying problems and derivative logic in order to improve policy implementation and better promote poverty alleviation through education.Firstly,it combs the theory of poverty alleviation in education abroad and the teacher’s policy,and gradually clarifies the current academic research situation in this field.Then it makes a text analysis of the"rural teacher support plan" in China,and grasps its policy evolution process and internal development law from central to local,macro to micro.Secondly,by defining the concepts of "support plan" and "policy implementation effect",and using T.B.Smith’s model of policy implementation process,12 evaluation index systems of policy implementation effect are constructed from four dimensions:policy itself(idealized policy),executing agencies,target groups and policy environment.Using factor analysis model and field survey data,the comprehensive score of policy implementation effect is calculated.The results show that the comprehensive evaluation score of rural teachers ’support policy in Awati County is 3.09,and the overall implementation effect is general.In the process of policy implementation,some general policy contents leave enough flexibility space for the top-down implementation of the policy,and the vague implementation of the policy causes blockage;the lack of policy propaganda,the low awareness and participation of rural teachers in policy;the capture of elites leads to the deviation of targeting policy resources,the difficulty of sinking high-quality teacher resources,and the lack of effective supervision and control of government administration.Finally,this paper puts forward some countermeasures according to local conditions,such as strengthening the policy system,solving the dilemma of executing agencies,enhancing the will of target groups and creating a good policy environment,so as to lay a foundation for improving the effect of policy implementation and promoting the work of poverty alleviation through education in a down-to-earth manner.policy implementation and promoting the work of poverty alleviation through education. |
