Education plays a key role in the rise and fall of a nation.To accelerate the pace of education modernization,giving priority to the development of education has become the consensus of all sectors of society.Rural teachers are the soul of rural education,which cultivates outstanding talents for the revitalization of rural areas and provides hope for rural students to get rid of the long-time poverty.Cultivating a good team of rural teachers is a prerequisite for improving the quality of rural education.All the time,the central government has issued a series of policies to support rural teachers,to seek welfare and development for rural teachers.Although these policies have solved some problems to some extent,they are still not systematic and comprehensive enough.On June 1,2015,General Office of the State Council promulgated Supporting Plan for Rural Teachers 2015-2020(hereinafter referred to as Supporting Plan),which is an important policy document to strengthen the construction of rural teaching staff.The first phase of Supporting Plan has been completed,and what degree of its policy objectives has been achieved needs to be systematically and scientifically evaluated.It is necessary to make a systematic and scientific evaluation of its effect and find out the problems and loopholes in the policy implementing process,so that the policy can be timely improved and adjusted.Based on relevant theories such as education policy assessment,in this study rural teachers and principals were taken as survey objects,and the effect of Supporting Plan was evaluated with qualitative research and empirical research,to judge the realization degree of the expected objectives of the policy and find out the factors affecting the effect,so as to put forward suggestions to optimize future policies.This study aims to solve the following problems:(1)After the implementation of Supporting Plan,have the expected objectives of the plan been achieved?(2)What are the factors that affect the implementation effect of Supporting Plan?(3)How to improve the support program in the future?On the basis of expounding the connotation of education policy evaluation andcombining with Supporting Plan,this study summarized the connotation of policy effect evaluation of Supporting Plan,that is,to measure the degree to which Supporting Plan has achieved the expected goals.Through sorting out various evaluation models of educational policies,in this paper the goal achievement model of Swedish scholar Evert Vedung was used to evaluate the effect of Supporting Plan on the basis of theoretical support.Throughout Supporting Plan,the basic principles and implementation plans of the policy were designed closely around the three specific objectives of being able to go,to stay and to teach well.Therefore,this study constructed evaluation indexes of Supporting Plan,based on these three objectives.According to the survey data and interview results,the effects of Supporting Plan in C city,Hebei province were analyzed,and the specific effects were as follows:Supporting Plan is less well known.The supply path of qualified teachers in rural schools has been expanded,but the number of teachers is still not enough,and their task is heavy.The flow of excellent urban teachers to rural schools is not smooth.Reasonable treatment of rural teachers is basically guaranteed.The sense of professional identity of rural teachers is obviously enhanced.The contradiction between supply and demand of authorized size of rural teachers is prominent.The incentive effect of honor system is not obvious.The long-term mechanism of the morality of teachers has been gradually established.The rural teacher training is basically implemented,but the effect is not obvious.The career development channel of rural teachers is narrow.Factors affecting the implementation effect of Supporting Plan are defects in education policy formulation,distortion in education policy implementation and imperfect policy supervision mechanism.Finally,this study gave suggestions to improve the effect of Supporting Plan.Firstly,we should pay attention to the direct interest subjects in policy making.We should consider the voice of rural teachers when making policy,and increase the support to rural education.Secondly,we should improve the effectiveness of policy implementation.In the implementation,policy executors should attach importance to policy publicity,improve the communication mechanism between urban and rural teachers,enhance the incentive effect of the honor system for rural teachers.At the same time,they should pay attention to the effectiveness of rural teacher training,advocate to jointly create a social atmosphere of respecting teachers and valuing education and select the localized path of the training of rural teachers.Thirdly,we should improve the policy supervision mechanism to maximize the effectiveness of the policy,solve theproblem on rural teachers' team construction and achieve educational equity as soon as possible.
