As an important part of vocational education in China, secondary vocational institutes cultivate a large number of fundamental and technical talents for socio-economic development over the years. After years of efforts, the funding system for students in secondary vocational institutes has been basically formed in China. Free tuition and stipend are two main forms of existing financial assistance for students in secondary vocational institutes, which made great contribution for optimizing the educational structure and promoting equality and social justice. Recent years, due to the continues increase of financial investment, more and more students benefit from the funding system and the system will be inevitably towards perfection. For secondary vocational education in china, the urgent issue now is to evaluate the operational efficiency of current policies, inquiry the existing problems and perfect the relevant system.Based on regional practices, this paper attempts to study the funding system for students in secondary vocational institutes in China, with secondary vocational institutes in Guangzhouas the research subject. In this paper, the author took the approach of documental research, quantitative study and qualitative investigation, reviewed the development process of the funding system for students in secondary vocational institutes in Guangzhou, collected and combined the questionnaires and interview materials, summarized the main problems such as government is overburdened, authority is sluggish, the damage to school’s benefit and hardness of students’ life. According to theses issues, the author puts forward suggestions and solutions to provided materials for theoretical and practical for the improvement of national policies, for example broaden the sources of founds, make sure the reasonable burden-share of government, establish the specialized agency, make sure the supervision is effective, guarantee the funds is in place in time, improve quality of schools, establish and perfect politic systems and rise the interest to study.
