Community is the foundation of the whole social development,and the city is composed of numerous small communities.With the development of the times and the progress of the society,the community has become the key management and reform object of the grass-roots management,undertaking the important mission of the modern urban system reform.The development of community is closely related to the development of the whole city and society.The quality of community development will have an important impact on the inner and direction of the whole city.The construction of public community is inseparable from community workers.The overall quality and professional level of community workers have a direct impact on the overall level of community service.The perfect performance evaluation system of community workers can not only mobilize the enthusiasm of community workers,but also improve their responsibility and ability,so as to enhance the close relationship between the government community management and the people,and maintain the long-term stability of the community.Based on the actual situation of Xianghuaqiao community workers,this paper studies the performance appraisal system of Xianghuaqiao community workers.First of all,using the target management theory and performance management theory,this paper demonstrates the necessity and purpose of the performance appraisal of Xianghuaqiao community workers;secondly,it expounds the basic situation and development process of the current Xianghuaqiao community workers,analyzes the current situation of the performance appraisal of Xianghuaqiao community workers;thirdly,according to the questionnaire survey data and interview information,through quantitative and The qualitative research method deeply excavates the problems existing in the current performance appraisal of community workers in Xianghuaqiao street,analyzes and summarizes the causes of the problems;finally,introduces the modern performance appraisal method,designs and optimizes a more perfect performance appraisal system of community workers in Xianghuaqiao street,and forms a fair,effective and virtuous cycle of performance appraisal System to improve the community governance ability of community workers.From the perspective of the performance evaluation model of community workers in Xianghuaqiao street,Qingpu District,the post responsibilities of community workers are different.Under the current performance evaluation model,the main body selection,evaluation indicators and determination of evaluation results have a certain impact on the performance evaluation results;the application of performance evaluation is not in place,which can not improve the level of community service to the masses,nor can it improve the initiative and creativity of community workers New;the organizational structure of community workers is unreasonable,the administration of management is serious,and the service concept is mainly based on administrative thinking,which can not jump out of the government management mode to deal with the complex and changeable community management.At present,the existing assessment system of community workers in Xianghuaqiao street of Qingpu District has formed a set of assessment mode based on the assessment of civil servants,but it does not emphasize the characteristics of assessment of community workers in the community.Based on the current performance evaluation system of Xianghuaqiao street in Qingpu District,this paper attempts to take the problem as the starting point,and through investigation and analysis,it is suggested to optimize from many aspects,such as the optimization of evaluation environment,evaluation process,evaluation index and application of evaluation results.Improve and optimize the performance evaluation system of community workers at all levels,make full use of performance evaluation,and effectively improve the community governance ability of community workers.
