Study On Community Workers’ Role And Function Under The "1+3+N" Mode Of Community Governance

The development of social work has been more and more localized and deepened since it is introduced to China in the 1950s.With its unique professional values and working methods,in various regions of the country,all areas are blooming results.Especially in June 2004,"National Occupational Standard-Social Workers(Trial)" approach issued,marking the Chinese social work after more than 20 years of professional development,has entered the track,and ushered in a new development opportunity.As the earliest development of social work,because of the economic development,social needs,geographical location and adjacent to Hong Kong,Shenzhen social work development has been at the forefront of the domestic,It has made great progress in the construction of social work projects,social work professional methods and technology growth.which also provides a good basis for the study of the role and function of social workers in Shenzhen area.During the long-term community-building program,Shenzhen gradually found an appropriate mode for governing the community,which is called "1 + 3 + N".This mode can be interpreted as this:"1" denotes the Party committee at the local community level,whereas "3" represents the community’s workstation,and "N" is for the various social organizations in the community.As a whole,the "1 + 3 + N" mode introduces a method for improving the management of the local community by integrating the power of multiple entities,including the community’s Party committee,workstation,residents committee,service center,and other kinds of social organizations.In this mode,the work of managing community is led by the community’s workstation,residents’ committee,and service center,following the rules/guidance provided by the community’s Party committee;and other kinds of social organizations are also able to contribute.Guided by this methodology,different departments cooperate with each other to promote the healthy and continuous development of the community.However,some problems are also exposed during the practice of this mode,such as the vagueness of functionalities among different departments;the imbalance of strengths among different entities in the community;and also the unfair allocation of social resources.On the one hand,the social workers are playing an important role in this community development mode:not only do they need to provide satisfying services to the residents,but they also cooperate with the other departments to accomplish the relevant construction work.On the other hand,many social workers often become quite confused because their roles and duties have not been defined clearly;What is worse,they lack influence in the decision-making procedure of the community construction,which may even hinder the normal development of the community.This article from the social work professional point of view,using the theory of public governance to analyze the case of shenzhen.Community workers as one of the biggest variable factors,should be clear from the role of their own positioning,innovative service approach,coordination of community stakeholders within the relationship between the stakeholders to jointly promote community development."Blacksmith also need their own hard".Community workers should also consciously learn the knowledge,take the initiative to participate in training seminars to enhance their ability,and actively take the initiative out of the community to link social resources for community residents to provide better service.at the same time,the social organization as a community worker’s original organization should also be from the introduction of professionals and change the funds rely on the main body to make timely adjustments.Strengthen cooperation with universities,the introduction of professional social work talent,change the development of ideas,institutional market transformation.In this way,community workers will be able to improve their right to speak in the community,clear their role in positioning,become the backbone of community building.At last,the paper also explores the localized development path of community workers in other fields of society and encourages social workers to innovate and promote social work in China to develop faster and better in China through the study of the way and ideas of community workers.
