With the development of economy and the acceleration of urbanization,the community work is been already more and more concerned. With thebackground of professional development of social workers, thegovernments and the community has already attempted some revolutionsin the human resources management and got the certain effect, but in theperformance evaluation is not so scientific, objective and it is also theproblem in management of social workers, which is also the key problemto restrict its further development. as an example of lujiazui functionalareas, this paper analyzes and finds the deficiencies and reason of presentShanghai community worker performance evaluation. By the means of theintroduction of the balanced scorecard advanced performancemanagement concepts and adjustment, it will provide a performancemanagement and strategic management tools for the community workers. Then some suggestions and advice will be come forward.
