The 20th National Congress of the Communist Party of China proposed to "establish a framework for major security and emergency response,improve the public security system,and promote the transformation of the public security governance model to pre-emptive prevention." "The diversity of risk causes,the complexity of risk transmission paths and the cascading effect of risk consequences in modern society have increased the uncertainty of risks sharply,and rural communities are more difficult to meet the needs of modern governance due to their vulnerability and complexity,and the introduction of resilience theory provides new ideas for improving the ability of uncertain risk governance." The so-called resilience is actually a new public safety governance concept,which does not aim to avoid and eliminate risks,but emphasizes the coexistence of the system and risks,and realizes the adjustment and adaptation of risks by enhancing the capacity building of system subjects,so as to maintain the operation of the basic functions of the system and buffer the impact of risks when risks come.As the basic unit and forefront of grassroots risk governance,the performance level of risk governance of the community will largely determine whether the community can operate safely.Therefore,how to build and cultivate the resilience of rural communities to enhance the risk management capacity of rural communities and mitigate the losses caused by risk disasters is an important topic of rural revitalization.In view of the actual needs of rural communities to improve their anti-disturbance ability in the post-epidemic period,the optimization and improvement of the resilience mechanism of rural communities were discussed.Based on the literature combing of public governance theories and resilience theories at home and abroad,it is found that community resilience is a new engine for improving the governance capacity of rural communities,which is a useful supplement to the traditional risk governance model,and can enhance the governance performance of uncertain risks by embedding the concept of resilience into the risk governance of rural communities.Based on this,this thesis deeply analyzes the response of community resilience in response to such as poverty,natural disasters,public health emergencies,etc.,and the composition of rural community resilience,and on this basis,the logical analysis framework of community resilience is constructed,and the theoretical foundation of the whole thesis is laid.By summarizing the epidemic prevention strategies of S communities that have shown strong resilience in epidemic prevention and control,and simply evaluating their governance effects,it is concluded that rural communities should improve their institutional resilience,organizational resilience,economic resilience,and engineering resilience.Combined with the theoretical framework and China’s actual national conditions,this thesis deeply excavates the reasons for the lack of resilience of rural communities,and finds that there are still gaps in the coupling of community systems in rural communities in China,the development of community organizations has not yet been coordinated,the economic power of communities needs to be enhanced,and community engineering construction needs to be urgently strengthened.Through case analysis,the efficiency and effect of rural community resilience governance are enhanced from four aspects: building a community institutional resilience mechanism that is interconnected from top to bottom,building a community organization resilience mechanism that is diversified and coordinated,building a community economic resilience mechanism that is linked internally and externally,and building a community engineering resilience mechanism that empowers and empowers.
