On Formalism Of Volunteer Service At The Grass-roots Level

Since the reform and opening up,remarkable achievements have been made in China’s economic and social activities.Since volunteer service activities were launched in 1978,volunteers and volunteer organizations have grown stronger,and the whole society’s awareness of volunteer service and volunteer organizations has been greatly improved.According to incomplete statistics,by the end of June 30,2017,the number of volunteers in the national volunteer service system has reached 4272,which has made immortal contributions to promote the all-round development of human beings,social progress and social welfare.Since the eighteen Party’s Congress,the leaders of the party and the state have attached great importance to the development of volunteer service.The State Council promulgated the Voluntary Service Ordinance in August 22,2017,which plays an important role in the unified and standardized organization of volunteers and volunteers and the development of public welfare undertakings.As an important way to participate in social management,grassroots volunteer service plays a very important role in promoting the harmonious development of society,reflecting the mutual respect and care between people,and practicing the core values of socialism with Chinese characteristics.But our volunteer service also exist in urban and rural areas,regional development imbalances,according to the relevant data show that the number of rural grassroots volunteer service organization in 2016 accounted for only 5.53% of the total national volunteer service organizations in rural areas,people are willing to accept voluntary service is much less than the proportion of the city,grassroots volunteer service,organization construction,legal protection the project design,the incentive mechanism still needs to be improved.According to the work in the keenly aware of formalism focuses on the current status quo,grassroots volunteer service,volunteer service status,analyzing the basic formalism of the negative consequences,causes and countermeasures,to improve the quality and level of grassroots volunteer service,and promote the healthy development of grassroots volunteer organization,give full play to the positive effect for the work of volunteer contributions force.This article is divided into six parts: the first part is the introduction,the introductio-n of the research background,theoretical significance,practical significance,comprehensive analysis and elaboration on the volunteers research results,put forward research ideas and applying to the literature research method,historical research method,case study method of three kinds of research methods;the second part is divided into three points,specifically described in the form of grassroots volunteer service in doctrine,is a grassroots volunteer service object in the service mode,service items,service projects in terms of formal.The two is to promote the acceptance of the object is low,publicity is relatively backward,three grassroots volunteer service project and the time duration of the short;the third part is divided into two major points of negative consequences of grassroots volunteer service formalism leads,a grassroots volunteer service is the result of lack of credibility,the specific performance of society trust,for volunteer service volunteers serious brain drain.Two is not conducive to the organization and management of volunteers and communication,the specific performance is not conducive to the healthy development of management and operation,is not conducive to volunteer volunteer organizations;the fourth part is divided into four points,four major reasons for the existence of formalism of grassroots volunteer service,volunteer service is a basic lack of long-term management system,the specific reasons including the imperfect laws and regulations,social participation is not enough,the lack of effective supervision and evaluation.Two,the lack of service ability of the grass-roots volunteers,the specific reasons for the specific reasons for the grass-roots volunteers access to the door is not standardized and rigorous,less training.The three is the lack of incentive mechanism for grassroots volunteers.The specific reasons include the lack of effective incentive mechanism for grassroots cognitive limitations,grass-roots volunteer service funding sources;the fifth part is divided into five points.Some suggestions are proposed toovercome the formalism of the grassroots volunteer service,is a long-term management system to build grass-roots volunteer service,specific measures include strengthening the legislation,strengthen supervision and management,the establishment of a social and administrative combine volunteer mobilization.The two is to improve the service ability of grassroots volunteers.Specific measures include regulating the recruitment and entry threshold of grassroots volunteers,and strengthening education and training for grassroots volunteers.Three,scientific and rational layout of volunteer service items and objects.Specific measures include scientifically arranging the contents of volunteer service activities at the grass-roots level,and regularly carrying out the evaluation of volunteers’ service objects.The four is to improve the comprehensive incentive mechanism of grassroots volunteers.Specific measures include creating a good volunteer service environment and giving full play to the dual role of material incentives and spiritual incentives.The five is the hardware and software to improve the level of volunteer service,including specific measures to create convenient volunteer service supply and demand information platform,establish a multi channel fund operation mechanism innovation,volunteer promotion methods,accelerate the improvement of basic infrastructure;the sixth part,this paper put forward the limitations of the study and the later.
