The Choice Of Policy Tools For The Development Of Social Organizations In Southwest Minority Areas

Citizens participate in national governance,and a form of organization for the realization of pluralistic governance is social organization.Social organization makes up for the failure of government and market.Its existence maintains the order of social development and witness the change of government function.With the push of reform and development,social organization has run through every field of our society and become an indispensable part of social governance.In recent years,our government has promulgated a series of public policies,which are mainly used to cultivate and regulate the behavior of social organizations,and promote the rapid development of social organizations from various aspects.The policy text truly reflects the action imprint of the government in dealing with the related affairs.The study of the social organization policy text is helpful to clarify the management thought and motivation of the government to the development of the social organization.In the current research,from the perspective of policy tools,there are few empirical studies on the development of social organizations.Based on this,this paper takes the type of policy tool,the factors of social organization development and the use time of policy tool as the analytical framework,takes the southwest minority area as the research object,and according to the content of the policy tool theory,Combining the characteristics of internal activities of social organizations and the use time of policy tools,this paper constructs a three-dimensional analytical framework for policy tools,and studies the application of policy tools in social organization policies in southwest ethnic areas.And the distribution situation of the combination of policy tools in the promotion of social organization.Through the method of content analysis,the final conclusion is: in terms of policy subjects,the number of policies issued by the relevant departments of civil affairs ranks first.The multi-department joint publication has gradually become the development trend of the social organization development policy system in the southwest ethnic areas;In terms of content analysis,policy tool dimension(X-dimensional)analysis found that the use of mandatory tools overflowed,while other tools were out-of-balance;The analysis of the elements of social organization development(Y-dimension)shows that "charity donation" is undervalued,and the focus of policy tools in the development of social organizations in southwest ethnic areas is "system building" and "support and guarantee".The influence link of social organization is weak;Combining the policy tool dimension and the social organization development factor dimension,the combination degree between the tools is not enough,and the tool use is biased.In the process of the development of social organizations in southwest ethnic areas in the future,it is necessary to improve the structure of policy tools,expand the application boundary of voluntary tools and mixed tools,and make use of various policy tools in conjunction with each other.Perfect the "charity donation" policy,broaden the financing channels of social organizations,and improve the influence of social organizations;In order to reduce the differences of policy tools,the combination of policy tools should be optimized except for the use of a single tool based on specific circumstances in the process of social organization development.At the same time,it is necessary to strengthen the policy response speed of the governments in the southwest ethnic regions to the domestic socialdevelopment situation,and to promote the development of the social organizations in the southwest ethnic areas better.
