Policy Text Researchon Chendu’s Science Popularization Industry Transformation And Upgrading

Popularization of scientific knowledge is an important means to improve citizens’ scientific quality,and the popular science policy determines the effect of popular science.With the rapid advancement of science and technology in human society,letting citizens have scientific knowledge and scientific qualities consistent with the times has become a decisive factor in improving national competitiveness and enhancing national human capital.my country attaches great importance to science popularization work.In order to promote the development of science popularization work,governments at all levels have issued a series of policy documents as the main means for the government to regulate,promote and regulate science popularization work.There are few studies on the science popularization policies of super-large cities that represent the strength and development of science popularization and have an important influence on the scientific quality of the population.Based on the perspective of policy tools,this article starts with the analysis of Chengdu’s science popularization policy text content and conducts in-depth research on Chengdu’s science popularization policy.In this paper,109 texts of Chengdu science popularization policy have been obtained by searching the public literature(see Appendix 1);learning from Rothwell and Zegveld’s policy tool classification theory,a "Chengdu science popularization policy tool containing 3 categories and 11 analysis units" is constructed.Analysis framework";using the analysis framework and ROSTCM and other software,the 109 science popularization policy texts in Chengdu were coded and counted,bibliometric analysis,text core content analysis,and text content mining were obtained:(1)Used by the Chengdu Municipal Government Among the popular science policy tools,the environmental type is used the most frequently,the supply type is the second,and the demand type is the least;the top three use frequency of the analysis unit are: publicity and promotion,infrastructure,and regulatory control.(2)A quantitative analysis of Chengdu science popularization policy literature shows that the most regulatory document is the form of policy text,which exceeds 80% of the total policy text,followed by departmental regulations,and administrative regulations are the least.(3)Through the analysis of the number of popular science policy texts,the number of articles issued is divided into two stages based on the 2009 boundary.Through the content mining of policy texts and word segmentation statistics,high-frequency words of various stages and full samples are obtained.(4)The top three subjects of Chengdu science popularization are: the Municipal Association for Science and Technology,the Bureau of Science and Technology,and the Bureau of Education.(5)Chengdu science popularization policy has problems such as imbalance in the use of policy tools,poor coordination of policy subjects,fuzzy setting of policy objectives,and low quality of science popularization policies.The first recommendation is to scientifically formulate science popularization policy objectives and improve the coordination between policy objectives and policy tools;the second is to coordinate the use of policy tools and optimize the combination of policy tools;the third is to give play to the coordination and interaction of policy subjects to improve the overall effectiveness of policy tools;the fourth is to improve The content of science popularization policy to improve the quality of science popularization policy.
