Vocational education is an important part of the modern national education system.Vocational education can not only help cut off the "poor roots" of poor families,but also help the country’s economic development.The new era calls for high-quality vocational education,and the country places great emphasis on the vigorous development of vocational education.With high hopes,the public is full of expectations for high-quality vocational education resources.Vocational education policy is the system guarantee,action plan and main driving force to promote the development of vocational education,and policy tools as a means to achieve policy goals,the rationality and scientificity of their choice will provide guarantee for the effective implementation of vocational education policy.This paper deeply studies the choice of policy tools for vocational education in my country since the reform and opening up,and analyzes the policy text as the starting point,constructs a two-dimensional analysis framework of the basic policy tool dimensions and the time dimension of policy tools,and analyzes the choice of policy tools vertically and horizontally.The division of the basic policy tool dimensions is based on the policy tool classification method of Ingram and Schneider,the policy tool classification method of Mac Donald and Emore,and combined with the characteristics of vocational education,the vocational education policy tools are divided into authoritative tools,symbols and Admonishment tools,incentive tools,capacity building tools and system transformation tools.Combining the background of the development of vocational education,the time dimension of policy tools is divided into four stages,which are the period of restoration and structural adjustment,the period of exploration and accelerated development,the period of reform and stable development,and the period of deepening and innovative development.With the help of NVivo12 software,the policy tools in the policy text are coded and classified,and reliability,validity tests and frequency statistics are performed.This article summarizes the main problems in the selection of policy tools for vocational education in China since the reform and opening up,namely,the unreasonable combination of policy tools,the imbalance of the internal structure of various policy tools,the path dependence of tool selection,and the single subject of tool selection.The reasons for the problems include On the basis of government behavioral characteristics and capacity limitations,choice environmental impact,policy problem definition influence,tool’s own attribute limitations,and past policy tool choices,it is proposed that the choice of vocational education policy tools should be coordinated,targeted,and reasonable.Recommendations for optimization.
