| With the development of the times,the Party and the people put forward higher requirements for the work of civil servants.Since the enactment of the Civil Servants Law of the People’s Republic of China in 2006 and the Civil Servants Assessment Provisions(Trial Implementation)in 2007,the civil service assessment work has been gradually piloted throughout the country and gradually promoted.After more than ten years of exploration,the assessment of civil servants has made a lot of achievements,accumulated a lot of experience,but also highlighted some problems.Q District,as one of the pilot areas of civil servant assessment,has also made many explorations and attempts on this assessment.This paper intends to make a systematic study of the actual operation process of civil servant assessment in Q District,and find out the problems in the operation process.In view of the existing problems,this paper puts forward corresponding suggestions to improve the civil service assessment system in Q District in order to make it work better.This paper mainly consists of six parts.The first part is the introduction.This part mainly introduces the specific background of this topic,discusses the significance of this topic from the theoretical and practical levels,introduces the research trends and comments of Chinese scholars and major western countries(the United States,Britain,France,Germany),the research ideas and methods of this topic,the innovative points of this paper and the theoretical and practical difficulties.The second part is an overview of the relevant concepts and theories of civil service assessment.This part includes three main points: first,it introduces the basic concepts of civil servants’ assessment in peacetime through three aspects: civil servants,civil servants’ assessment of first-level civil servants’ assessment in peacetime;second,it introduces the characteristics of civil servants’ assessment in peacetime,namely timeliness,accuracy and fundamentality;third,it describes the relevant theories of civil servants ’assessment,namely performance management theory and goal setting theory.The third part is the analysis of the current situation of assessment in Q District in peacetime.This part includes three aspects: first,from the guiding ideology and basic principles of civil servants’ assessment in peacetime,the scope and object of civil servants’ assessment in peacetime,the content and index of civil servants’ assessment in peacetime,the subject of civil servants’ assessment in peacetime,the procedure of civil servants’ assessment in peacetime,the use of civil servants’ assessment results in peacetime,and the relevant requirements of civil servants’ assessment in peacetime.On the other hand,it introduces the basic situation of civil servants’ assessment in Q District.Secondly,the actual investigation of the assessment work in Q District in peacetime.According to the actual situation of the investigation,only tables are made,and on this basis,relevant data analysis is carried out.Thirdly,the achievements of civil servants’ assessment in Q District in peacetime.That is to say,peacetime assessment improves the consciousness of self-management of civil servants,promotes the effective implementation of work tasks and provides practical basis for the promotion of civil servants.The fourth part is the problems existing in the civil servants’ assessment in Qu District.This part includes five aspects: firstly,the content and standard of assessment in peacetime are unreasonable;secondly,the index setting of assessment in peacetime is not clear;thirdly,the feedback of assessment results in peacetime is not smooth;fourthly,the use of assessment results in peacetime is insufficient;fifthly,the assessment in peacetime lacks supervision.The fifth part is the analysis of the reasons for the problems in the civil servants’ assessment in Q District.This part mainly includes five reasons,namely,the relative lack of organizational culture construction,the construction of assessment system needs to be improved,the assessment index system has not yet been established,the assessment process lacks corresponding supervision,and the division of assessment objectives is not accurate enough.The sixth part is to put forward suggestions to improve the civil servants’ assessment in Q District.This part includes six suggestions for improvement: first,to strengthen the construction of organizational culture and assessment system;second,to implement classified assessment of civil servants;third,to establish a qualitative and quantitative indicator system;fourth,to strengthen feedback of assessment results;fifth,to strengthen the application of assessment results in peacetime;sixth,to strengthen the supervision of assessment work in peacetime.The paper has 1 picture,3 tables,49 references. |
