As an important evaluation method of work ability,work performance and work development potential,the performance assessment is usually linked to the salary,job promotion,rewards and punishment,assessment and career planning of employees.For the vast number of grass-roots civil servants,performance appraisal directly corresponds to the personal development,basic treatment,job adjustment,rank promotion,assessment,rewards and punishment of civil servants,and indirectly affects the governing ability of grass-roots governments and the improvement of public service level.Grass-root civil servants are front-line staff whose national policies and guidelines have been deeply implemented.Whether the implementation of the policy is complete,whether it has achieved its due effect,and whether the people can truly understand the policy guidelines are important criteria to test the working level and work execution ability of grass-roots civil servants.The performance appraisal of grass-roots civil servants has a positive incentive effect on improving their work ability,enthusiasm and execution.Therefore,it is very necessary to improve the performance appraisal of grass-roots civil servants.Based on the author’s work experience,combining relevant concepts and theories,this paper elaborated and analyzed the current situation of the performance appraisal work in A County,analyzed the existing problems and the causes of the problems,tried to learn from the advanced experience of Qingdao West Coast New District and Shanghai Yangpu District,adopted the method of optimizing the performance appraisal system of grass-roots civil servants in A county,and realized the comprehensive optimization of the system.Strive to improve the executive ability of grass-roots civil servants in A county,and then promote the better development of A county.In the research process,questionnaire survey and data collection are mainly used to investigate the specific implementation of the performance management of grass-roots civil servants in A county,and the current situation of the performance management of grass-roots civil servants in A county is sorted out.It is found that there are problems in the performance management of basic unit official administration in A county,such as weaks pertinence of assessment indicators and weak communication and feedback mechanism.The research on the performance management of grassroots civil servants in A County shows that as the specific implementer of grassroots government policies,the performance management of grassroots civil servants is extremely important for the grassroots government governance.Grassroots governments should give full play to the role of performance management and mobilize the proactive work consciousness of grassroots civil servants,so as to promote the achievement of the organizational goals of the government.This paper is of practical significance to the establishment of effective performance management of grassroots civil servants and has certain reference for the promotion of grassroots government governance in the future.
