| Performance assessment is an important link in performance management.It refers to the internal management personnel of the organization,based on the established objectives of the organization,and the selection of appropriate evaluation methods,and evaluates the situation and ability of the participants to accomplish their work goals.Scientific performance appraisal for civil servants is conducive to improving the efficiency of civil servants and further affecting the people’s satisfaction with the work of civil servants.This paper takes the "log type" management of the Zhejiang marine and Fisheries Bureau as the research object,introduces the application of the system,and analyzes the existing problems in the application,using the theories and research results of civil servants’ performance appraisal system both at home and abroad,and from the examination subject,assessment standard,assessment method and assessment knot.The use of the current use of "log type" management peacetime assessment system is optimized to promote the orderly and effective performance assessment of civil servants in Zhejiang Oceanic and Fisheries Bureau.The main contents of this study are as follows:(1)Zhejiang province in order to further improve the civil service assessment system,strengthen the daily management and supervision of civil servants,formulated the "Zhejiang civil servants’ ordinary assessment methods",the provincial organs of civil servants in peacetime examination content and procedures have been stipulated.In order to implement the "measures",the Bureau of oceanographic and Fisheries of Zhejiang Province promulgated "the ordinary examination method for civil servants of the Zhejiang Bureau of oceanographic and fisheries",and based on the intranet and innovated the performance assessment of civil servants with its own practice,and developed a "log type" management routine assessment system.The system used the evaluation of job responsibilities,quantitative assessment of work,self evaluation and mutual evaluation and assessment.Although the use of the peacetime assessment system has promoted the performance assessment of civil servants,there is still a gap with the expected effect.(2)From four aspects,such as assessment procedures,assessment standards,assessment methods,and the application of assessment results,the assessment system of "log type" management in Zhejiang marine and Fisheries Bureau is analyzed.The difference between the assessment system and the expected difference is mainly reflected in the lack of inter departmental evaluation mechanism and the evaluation system for individual evaluation.The four questions are comprehensive,the assessment system has not been combined qualitatively and quantitatively,and the results have not been effectively utilized.(3)On the basis of in-depth analysis of the problems,the improvement measures of introducing interdepartmental assessment,introducing 360 degree assessment,combining qualitative assessment with quantitative assessment,and promoting the effective application of assessment results are put forward.Optimizing and improving the "log type" management assessment system of Zhejiang marine and Fisheries Bureau,improving the work efficiency of the civil servants of Zhejiang marine and Fisheries Bureau. |
