In the era of knowledge economy and information economy,the human resources in all kinds of resources have become the core resources for the development and competition of various countries,regions and enterprises.After all,the management of the country or the enterprise is ultimately made by the personnel.The quality of human resources is related to the profit and loss of the enterprise,and the quality of national or regional public service human resources is related to the level of governance in the country or region.In all aspects of human resources,the performance management is a prerequisite for carrying out the implementation of other links as a ruler,only performance management,the ruler itself is accurate,to better measure other links and provide reference value for other links,therefore,how to implement performance management accurately and objectively has become the core issue of performance management.The current research on the application of performance assessment is more concentrated in the field of enterprise.In view of the particularity of the functions of the public sector and the content of the work,the performance assessment and management of the public sector is a little lagging behind the enterprise,but as the public sector has improved its own management work in recent years,the public sector is paying more and more attention to the performance assessment management,and constantly try to introduce the performance assessment management of enterprise into the public sector.The purpose of this paper is to improve the performance of the civil servants in the XX Bureau of Zhangqiu District of Ji’nan,and to establish a good image and credibility of the departments.This paper uses a variety of research methods,such as questionnaire survey,literature research,analytic hierarchy process,and so on,to study the performance assessment of civil servants in the XX Bureau of Zhangqiu district.First of all,this paper expounds the background,significance and theoretical basis of this paper,and discusses the basic content of the research.Through the background of the topic,we find the problems and its values,explain the contents,method and framework of the research;The theoretical content of this paper is described in the theoretical basis,which introduces the related concepts of the performance assessment of the public sector,the performance assessment system and the performance assessment methods and the other related contents that are closely related to this paper,and it is the theoretical basis and guidance of this paper.On the basis of the above,we analyze the status of the performance assessment of civil servants in the XX Bureau of Zhangqiu District of Ji’nan,using by the method of interview survey,thus,the reliability of the problems existing in the performance assessment of civil servants in the XX Bureau of Zhangqiu District is guaranteed.With the support of the theoretical basis and various research methods,and combining with the problems existing in the performance assessment of the civil servants in the XX Bureau of Zhangqiu district,The countermeasures and suggestions are put forward to improve the performance assessment of civil servants in the XX Bureau of Zhangqiu District of Ji’nan,to solve the problems mentioned above which are existed in the performance assessment of civil servants in the XX Bureau of Zhangqiu District of Ji’nan,the evaluation method is not clear,the examination main body is single,the evaluation index is not reasonable and the application of the assessment results is insufficient.The optimization countermeasures mainly include the optimization ideas,principles,the selection and measurement of the evaluation index and the specific optimization countermeasures.Finally,this paper puts forward some measures,such as increasing the emphasis on performance evaluation,establishing a perfect incentive mechanism and communication feedback mechanism,aiming to provide more reliable guarantee for the implementation of the optimization countermeasures proposed above.
