To grasp the examination is to grasp the construction of the contingent of cadres.The CPC Central Committee has always attached great importance to the assessment work of civil servants in peacetime,and has successively issued the measures for the assessment of civil servants in peacetime(for trial implementation)and the provisions for the assessment of civil servants,and made systematic arrangements for the assessment work in peacetime.Comprehensive management civil servants are an important part of civil servants,the largest number of people,the most complicated tasks,the comprehensive management of civil servants in peacetime assessment work optimization and improvement,comprehensive management of civil servants in peacetime assessment work,mobilize and stimulate their endogenous motivation,It is equal to grasping the "nose" of civil servant management and achieving twice the result with half the effort.At present,there are some outstanding problems in the assessment of comprehensive civil servants at ordinary times,the lack of refinement of assessment indicators,the feedback of assessment results and the imperfect application mechanism.Based on the example of S province,this study studied the assessment of civil servants in comprehensive management.By means of literature research,we collected the usual assessment methods of 10 provincial departments and 6 different prefectural and municipal organs,conducted systematic analysis,conducted a questionnaire survey to 269 civil servants in the comprehensive management category,conducted interviews with 8 responsible comrades in the personnel department of the organization,conducted in-depth investigation and analysis of the current assessment situation in S province in the comprehensive management category,and collected some effective suggestions.On this basis,combined with objective management theory,performance management theory and fair and just theory,the evaluation system of civil servants in comprehensive management is designed.17 indexes are designed from four aspects:work task completion,work promotion measures,work style and comprehensive ability quality.The suggestions for the optimization of the assessment of civil servants in general management mainly include:expanding the participation degree of the usual assessment,adopting the multi-dimensional assessment subject,optimizing the normal assessment procedure,perfecting the application system of the usual assessment results,and perfecting the supervision mechanism of the peacetime assessment.
