Since "The civil servant law of the People’s Republic of China" was issued and implemented, all provinces and cities of China has made certain achievements in the civil servant appraisal.But, pay attention to regular appraisal and ignore the usual has been a widespread problem in the appraisal of the government departments at all levels of regional governments.Siming District Human Resources and Social Security Bureau make full use of their foundation and advantages of performance appraisal of civil servants, bold innovation attempt, the civil service performance appraisal work fully to the practice in peacetime.The paper,taking advantage of the theory of performance appraisal, combined with the relevant provisions of the state civil service management, based on the actual situation of Siming District Human Resources and Social Security Bureau, the Bureau of civil servants on the usual performance appraisal work of in-depth analysis and study, trying to perfect the appraisal system, and provide the necessary reference and basis for the civil servants usually performance appraisal study.This article briefly reviews the research background of civil servants performance appraisal, the comprehensive elaborated the research situation at home and abroad,put forward the research content, ideas and methods. Then, starting from the theory of the usual appraisal, respectively expounds the differences between civil servants usual performance appraisal and enterprise performance appraisal, the public sector performance appraisal and annual appraisal for civil servants, which also introduced domestic and overseas practices of the civil servants appraisal in usual. Elaborates the Siming District Human Resources and Social Security Bureau usual performance appraisal of the status quo, combining the questionnaire data analysis,and points out that the Bureau main problems existing in usual performance appraisal. Finally, aiming at the confusion and misunderstanding of the Bureau existed in the usual performance appraisal, put forward countermeasures and suggestions from several aspects. The measures and methods of Siming District Human Resources and Social Security Bureau usual performance appraisal system is perfect, I pursue MPA at the Xiamen University, pay close attention to and actively thinking. Through a lot of reading literature, in-depth research assessment practices and consult teachers and classmates,, culminating with the system, a more scientific way to finish the usual performance appraisal system to improve the civil service bureau, more in line with the practical requirements.
