Research On Villagers' Participation In Poverty Alleviation

The battle against poverty in China is coming to an end,and how to consolidate the achievements of poverty alleviation so that poor villages to obtain sustainable development momentum has become another research hotspot.The report of the Nineteenth National Congress of the Party put forward the strategy of rural revitalization,and the government again stressed the need to establish and improve the modern rural social governance system at the 2018 Central Rural work Conference to further point out the direction for rural revitalization.As the protagonist in the rural field,the villagers' participation directly affects the performance of poverty alleviation.Although many scholars have provided many countermeasures to solve the problem of villagers' political participation in the process of village development,there is still insufficient research on the problem of villagers' complete participation in the single poverty alleviation project.Through in-depth research and analysis,the problem can be solved to better promote the virtuous circle development of poverty alleviation achievements.The first part of the text analyzes the basic concept of villagers' and villagers' participation,and takes participation in democratic theory,consultation democratic theory and cooperative governance theory as the theoretical analysis tool of the article,and uses case analysis method,interview method and questionnaire method to investigate the present situation of villagers' participation in the project in sample villages in depth.Secondly,this paper expounds the background of poverty alleviation policy environment,natural environment,economic and social environment,villagers' own quality structure,social pluralistic support network and so on,analyzes the necessity and feasibility of villagers' participation under the influence of comprehensive factors,and introduces the basic situation of S village development,village poverty alleviation course and questionnaire design.Thirdly,select the typical case of poverty alleviation in Huyang breedingindustry,and analyze the villagers' participation in practice: the selection,formulation,implementation,management,supervision and evaluation of poverty alleviation projects in Huyang breeding industry.The reasons for these problems are as follows: objective hollowing out of villages,absence of effective supervision and guarantee mechanism,negative influence of social capital and policy implementation process alienation and villagers' insufficient willingness to participate subjectively.Finally,it puts forward the path of optimizing villagers' participation in poverty alleviation: first,strengthening villagers' participation consciousness and giving special groups voice to villages;second,widening the channels of policy participation and providing participation carriers;third,establishing and perfecting the mechanism of third-party evaluation,resolving pluralistic contradictions and assessing cadres;fourth,dredging the path of policy implementation by improving the ability of grassroots cadres to carry out policies and establishing open and unimpeded policy networks.It is necessary to combine the time-limited policy of overcoming poverty with the long-term mechanism such as the strategy of rural revitalization,and build an institutionalized and long-term poverty support mechanism.
