| To eliminate absolute poverty on a large scale around the world by 2030 is one of the main tasks set by the 2030 UN agenda for sustainable development.Based on this agenda and the current situation of our country,the government has put forward the goal of ensuring that the poor people in rural areas of China can get rid of poverty in an all-round way.According to the current standard of poverty definition,all poor counties in China will get rid of poverty in 2020.After finishing the goal of entering a well-off society in an all-round way,it is an important topic to study the policy connection of the two strategies of poverty alleviation and Rural Revitalization.As an important link between the government and the poor households,farmers and the market,farmer cooperatives are the internal driving force to promote the healthy development of rural social economy,and play an important role in the integration of poverty alleviation and Rural Revitalization policies Use.As a key point of government support,cooperatives are closely related to the "three rural" issues.However,the public policies formulated by the government are not unchangeable to support farmers’ cooperatives.This paper takes Zigui County Cooperative of Yichang City as an example,taking public choice theory and transaction cost theory as research topics,compares the development status and driving role of farmers’ cooperatives in different industries in 47 villages of Zigui County,analyzes the policy risk,moral risk and market risk faced by the development of cooperatives,explores the reasons and studies the sustainable development model of characteristic farmers’ cooperatives suitable for China’s national conditions In order to explore the positive role and development direction of farmers’ cooperatives in rural revitalization,we should give full play to the role of the government,establish and improve the supporting policies,give play to the leading role and the role of large households.It is of practical significance for the development of Rural Revitalization Strategy and theoretical research on rural development policy to prevent "returning to poverty" and guide the practice of rural industrial development after China’s overall poverty alleviation in 2020. |
