Villagers’ Strategic Participation And Rural Public Goods Provision Under The Background Of Poverty Alleviation ——Research On Rural Infrastructure In H Village,K County,Chongqing City

In the context of poverty alleviation,a large number of resources enter villages.In the process of policy implementation,how does the state interact with village society and how does the different ways of villagers’ participation affect the supply of village public goods?This article through to Chongqing is funding H village road of water and electricity as the research object,by participating in observation,case study method,depth interview method and other research methods,for the village public goods supply process were analyzed,and found the village there is no joint group moral accountability,but the villagers through the participation of strategy to promote the village public goods supply.Therefore,this paper mainly studies the problem of how villagers in poor mountainous areas promote the effective supply of village public goods through participation,and investigates the influence of different strategies of farmers’participation on the supply of rural public goods.Under different conditions,villagers choose different ways of participation,so as to form strategic participation.Under the livelihood demand,the villagers initially chose to participate in the supply of village public goods in a humanized way.The problem of public goods in the village has not been effectively solved,and the villagers choose the way of protesting according to law.However,the village is still affected by the habits of the etiquette and custom society,so the way of protesting according to law is constrained by the habits.As national resources enter the village,the villagers change their participation strategies and choose flexible participation to participate in the supply of public goods in the village through formal participation,effectively promoting the arrival of national project resources in the village.State resources enter villages in a systematic way to promote the participation of all parties in the supply of village public goods,and form a supervision system to effectively ensure the quality of public goods supply.Study found that the villagers participate in the initially affected by acquaintances society rules,adopt the method of human feeling,to the villagers in accordance with the law,requires countries to solve the village public goods,as the national resources into the village,the fundamental support for village,the villagers choose flexible type,forming a institutionalized participation.The villagers chose the way of humanistic participation,and the public goods were not effectively supplied,but the mutual trust and cooperation among the villagers were increased,and the social capital within the village was effectively cultivated.The villagers protested according to law to effectively promote the process of village public supply.The villagers can participate in the supply of public goods in the village through flexible participation and formal channels,so as to effectively stabilize the order at the grass-roots level and realize the supply of public goods.After the villages realize the effective supply of public goods,the sustainable management and supply of public goods becomes a new problem when the national resources withdraw from the villages.
