Study On The Dilemma And Countermeasures Of New Able Villagers’s Participation In Rural Governance

Villagers are the governance elite of China’s local society.They are rooted in the traditional local society of small agricultural economy and formed the culture of rural sages that "see the virtuous,worship virtue for good,and benefit Sangzi".After the reform and opening up,China’s rural areas gradually declined with the changes of urbanization,and the hollowing out,aging and cultural desertification made the vibrant local society face severe challenges.The 201719 th National Congress of the CPC,the National Rural Work Conference and the No.1 document of the 2018 CPC Central Committee all put forward rural revitalization and cultivating a new culture of rural sages.As an important role of the new village sage organization,it provides new ideas for rural governance in both the inheritance of traditional culture or promoting rural governance.With the full implementation of rural governance,"new sages" as an important social resources of rural governance in rural governance,how to solve the short board of traditional villagers in rural governance,inherit and carry forward the advantages of traditional rural sages,maximize the role of "new sages" in the new era is an important problem to be solved.This paper adopts the combination of theory analysis and case analysis,under the guidance of elite governance theory,collaborative governance theory and social embedding theory,starts from the current situation of rural social governance in A town,and analyzes the role of "new sages" in participating in rural governance from politics,economy,society and other fields and results in rural governance.It is concluded that the difficulties of the new villagers to participate in rural governance include: the conflict between the new villagers and the villagers ’ autonomy,the low sense of identity of the new villagers,the limitations of the new villagers themselves and the imperfect network of the new villagers to participate in rural governance.The reasons for the participation of the new villagers in rural governance are: the imperfect legal system of the new villagers participating in rural governance,the imperfect cultivation system of the new villagers,the imperfect supervision and assessment mechanism of the new villagers to participate in rural governance,and the lack of coordination between the new village sages and other governance subjects.The construction of the legal system of the new villagers participating in rural governance,strengthen the supervision and assessment of the new villagers ’participation in rural governance,strengthen the cultivation and guidance of the new villagers,and strengthen the participation of the new villagers in rural governance should promote the optimization of their participation in rural governance.Make new villagers to participate in rural governance to be institutionalized,standardized,scientific,accelerate the formation of "party leadership,government responsibility,democratic consultation,social coordination,public participation,legal,science and technology support" modern rural social governance system with Chinese characteristics,timely crack many problems and difficulties facing rural governance,to promote the modernization of rural governance system and governance ability.
