In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that the main contradictions inour society have been transformed into the contradictions between the people’s increasing needs for a better life and imbalanced and inadequate development.The imbalance between urban and rural development is a manifestationof the current uneven development gap in China.Insufficient rural development is the main sticking point of rural development.The strategy of rural revitalization is a strategic choice based on the imbalance between urban and rural development and inadequate rural development.Major strategic adjustmentsmade from the perspective of promoting the modernization of agricultureand rural areas,and the full implementation of the rural revitalization strategy require not only the support of the economic foundation,but also effectivegovernance tools.Although the basic social governance structure of "townshipand village governance" since the 1980 s has greatly fostered the masses’ sense ofdemocratic participation,it cannot meet the challenges brought by therapid development of society,especially the hollowing out and atomization of the village under the background of suspended government after the tax and fee reform weakened the awareness of the rural community,the endogenous informal system also cannot effectively shape the organizational order,which makes the primary governance face the dual dilemma of lack of exogenous authority and diminished endogenous authority.The goal of modernization of ruralgovernance and the plight of grass-roots governance forced the practice and innovation of villager autonomy to cope with the weakening of endogenous authority.New Able Villagers’ participation in rural governance was the productof this realistic need.In view of this,this article takes the rural revitalization strategy as the background,New Able Villagers group as a research question,and uses the theory of holistic governance and collaborative governance as the theoretical basis to review the status and results of New Able Villagers’ participation in rural governance.An analysis of the lack of endogenous kinetic energy of New Able Villagers’ participation in rural governance,the institutional norms of New Able Villagers’ return to be improved,the weak organizational foundation of New Able Villagers’ participation in rural governance,and the formalism in grassroots governance have led to practice and goals.Deviations and other practical problems and causes,and proposed the standardization of New Able Villagers recognition procedures,strengthened New Able Villagers’ identity appeal,improved New Able Villagers return guarantee mechanism to meet the needs of rural development,cultivate rural social organizations,consolidate the foundation of New Able Villagers’ organization,and guard against innovation ingovernance Relevant suggestions in four aspects,such as the crowding-out effect of the governance reform,can better enhance the enthusiasm of government-led pluralistic social subjects to participate in rural governance,increase the degree of cooperation among the participants,and realize the modernization ofrural governance,then realization of Rural Revitalization strategy.
