Analysis On The Influencing Factors And Path Combination Of China’s Provincial Government Mobile Government Service Level

Under the current background of the rapid advancement of information network technology and widespread proliferation and application of mobile intelligent terminal devices,actively promoting the extension of govern ment affairs services to mobile terminals has become a vital channel for innovation and development in government affairs services.By the end of 2022,all 31 provinces,autonomous regions,and municipalities directly under the central government had established mobile terminals for government affairs services,with significant progress achieved in the development of such services.Nevertheless,significant disparities exist in the level of interprovincial government mobile government services,with the majority of provinces’mobile government service construction still in its initial stages and facing issues of unbalanced and inadequate development,resulting in a significant gap from the goal of providing equal and inclusive government services.T herefore,better exploration of the combined effects and developmental trajectory of factors influencing the service level of mobile government affairs is not only essential for enhancing government governance in the era of mobile internet,but also critical for exploring the construction,governance,and sharing of public services.This study focuses on the inter-provincial di fferences in the service level of mobile government affairs.With 31 provincial governments as case samples,the research framework is constructed by combining organizational ecology theory,resource-based theory,inter-government relationship theory and demand-induced innovation theory,and the following research questions are specifically discussed from the perspectives of quantitative analysis and qualitative analysis:What are the factors affecting the level of government mobile government service?Is there regional differentiation in the construction of mobile government affairs?How to construct different development modes of mobile government based on different combinations of these influencing factors?Firstly,based on the relevant data of provincial governments,this paper uses SPSS.26 software to explore the impact of eight explanatory variables,namely public demand,enterprise demand,financial input,technical talents,Internet basic resources,e-government foundation,central political pressure and peer competition pressure,on the construction of provincial governm ent mobile government service level.The results show that the public demand in the demand dimension,the financial input in the resource dimension,the e-government foundation in the government main body dimension,the central political pressure and peer competition pressure in the intergovernment dimension have a significant positive impact on the improvement of provincial government mobile government service level,while the other factors have no significant impact.Secondly,at the qualitative level,the fuzzy set qualitative comparative analysis method is applied.The evaluation scores of provincial governments’ mobile government services in 2021 are taken as the result variable,and the empirically tested influencing factors are taken as the condition variables for configuration analysis,so as to explore the conditional path between the combined forces of all factors.The paper summarizes four paths of high development level of different provincial governments under different factors and integration of different leading factors:internal and external linkage type,environmental advantage type,financial peer type,comprehensive omnipotency type,and two paths of low development level of mobile government:resource shortage type and internal and external restraint type.Finally,in light of the aforementioned analysis,this paper proposes some distinctive policy recommendations tailored to the local context.,including strengthening the support of financial resources and improving the basic capability of government affairs;To win the support of the central government,pilot points to bring to the surface;Highlight demand-oriented innovation to ensure effective supply of services;We will adhere to the policy of adapting to local conditions and implement different regional development.
