The Third Plenary Session of the 18 th CPC Central Committee pointed out that the establishment of the overall government is the trend of the future development of government governance.Correspondingly,fragmentation is becoming a common problem faced by governments all over the world.It is rooted in the bureaucratic system formed in the 20 th century and further strengthened in the new public management movement.The increasingly serious fragmentation has led to a series of problems,such as increased administrative burden on citizens and reduced government coordination.In this context,the academic community has put forward the concepts of holistic government and holistic governance,and studied the trend,direction and concept of the establishment of holistic government as well as the factors affecting the construction of holistic government.However,existing literatures mainly focus on the introduction of concepts,and generally lack quantitative measurement of concepts,so there are few empirical studies on the progress of the transition from fragmentation to wholeness of government.Therefore,this study is committed to complete the concept measurement for the whole government,and on this basis,Zhejiang Province as the research object to carry out level assessment and measurement of influencing factors.Centering on the research problem,this paper establishes an analytical framework for quantitative measurement of concepts and its influencing factors based on existing literatures at home and abroad,and constructs an index system from three dimensions:value domain,organization domain and technology domain.Moreover,15 experts were interviewed,and the weights were determined based on the expert survey method to form an indicator system for measuring the overall level of government governance.On the basis of determining the measurement method of dependent variable,this paper combined with the theoretical analysis framework of influencing factors to design a questionnaire,and in advance through the questionnaire test to adjust the questions and methods.From February 1 to February 20,2023,questionnaires were issued to Party and government leaders in Zhejiang Province,cities and counties,and 560 valid questionnaires were obtained.Based on the above research,this paper mainly reports the following findings:First,based on the literature and practical progress,it can be known that in the direction of building a holistic government,China is shifting from the original structural adjustment to emphasizing the use of digital technology to realize inter-departmental cooperation.Second,based on the empirical study of Zhejiang Province,it is found that the overall level of government governance is generally high,and the performance is outstanding in the dimensions of organization and value.It has formed a citizencentered governance orientation and built a coordination and integration-oriented cooperation mechanism,but it needs to be strengthened in the aspects of the establishment of overall values and cross-departmental data sharing.Third,further regression results show that performance management for cross-departmental cooperation is significantly positively correlated with the overall government construction,and the division of powers and responsibilities and personnel system are not the primary influencing factors.In view of this,the Chinese government should,on the one hand,strengthen the construction of the internal online collaborative platform to promote information sharing and data exchange;on the other hand,improve the interdepartmental cooperation system through the elaboration and implementation of performance management to further improve the overall government governance level. |
