In recent years, corruption has caused a series of threats to the political and economic performance of a country to varying degrees.According to the report of the United Nations High-Level Anti-Corruption Conference held in Mexico on December 9,23,global government corruption has cost the world $6 billion annually, and the latest news released by the World Bank shows that this data has grown to 5,.Since the 8th National Congress, the party and the state have continued to fight against corruption and severely cracked down on corruption and made positive progress. In the global Corruption Perceptions Index published by Transparency International in 2017,China improved and scored 4 points, ranking 77.Although governments in various countries in the world attach great importance to the issue of corruption and devote themselves to find the causes and roots of corruption and rule of governance,it is still hard to effectively curb the growth of corruption.Academic researchers both at home and abroad have long been concerned about the status quo of "continuous governance and little improvement" in corruption and have made some achievements in the theoretical research on corruption. The research focuses mainly on the correlation between corruption and related variables and on the governance of corruption. However, corruption is a complicated and complicated reality.A certain factor cannot explain the big phenomenon. Therefore,it is very important to study conditional combinations that affect corruption. On the basis of combing the related literature and theory of corruption, this paper integrates the corruption rent-seeking space, the corruption constraint condition and the corruption culture factor as the theoretical framework, and determines the five conditions: government size, market competition, institutional quality, public opinion supervision and power distance.Based on the relevant country data published by the Fraser Institute,Freedom House of the United States, and World Justice Engineering, this study adopts the Fuzzy Sets Qualitative Comparative Analysis(fs/QCA)to analyze 40 cases and to understand how the various influencing factors combine to influence the level of corruption, and whichfactors are the core factors leading to corruption. The results show that:(1)Institutional quality and public opinion supervision(corruption constraints)exist in the combination of two groups of high corruption conditions, which is the core condition of corruption.(2)Government size and market competition stand out in the combination of conditions leading to high corruption, indicating that smaller government scale and sufficient market competition(small rent-seeking space)help reduce corruption, but they are not core corruptions.(3)Power distance factor is in the combination of high corruption conditions. At the same time, the low power distance exists in the combination of low corruption conditions. It can be seen that the country with low power distance culture has less corruption. Finally, according to the results of the combination of conditions in this paper, points out the governance pattern of clean countries and the governance pattern that corrupt countries should form.
