Research On The Path Of Local Government Optimizing Business Environment

From the perspective of local government,optimizing the business environment can boost enterprise investment confidence,attract capital flow,material flow,knowledge flow,information flow,talent flow and other factors to gather,and promote the high-quality development of urban economy.In the past few years,the Chinese government has continued to deepen the reform of"streamlining management and serving the government",and the level of business environment in various regions has been further improved.Although positive results have been achieved in China’s business environment work,there is an imbalance in the development of business environments in various cities.Especially as the current Chinese economy is in a stage of transformation towards high-quality development,optimizing the business environment has attracted much attention as a new development strategy to promote economic transformation.It is imperative and urgent to create a good business environment.In this sense,this article explores the generation logic of high and non high business environment levels,explores differentiated optimization paths,and attempts to achieve the same governance goals in the form of"achieving the same goal through different paths",thereby assisting the integrated development of local government business environment in China.To deeply explore the optimization path of local government business environment,this article constructs a TOE framework under the guidance of service-oriented government theory and collaborative governance theory.The technological dimension selects two variables:the level of information human capital and the level of digital infrastructure;The organizational dimension selects two variables:the level of financial supply and the degree of government attention;The environmental dimension selects two variables:government service level and technological innovation level.Using 41 cities in the Yangtze River Delta as samples,the fuzzy set qualitative comparative analysis（fs QCA）method was used to analyze the complex causal relationship between multiple factors and the level of business environment from a configuration perspective.Research has found that:（1）the consistency of a single conditional variable and its non set is lower than 0.90,indicating that technology,organization,and environment cannot independently affect the generation of a high level of business environment.（2）There are two conditional configurations that lead to a high level of business environment:conditional configuration H_Ⅰis an"organizational environmental type",with high financial supply level and high-tech innovation level as the core conditions.Case cities include Nantong,Xuzhou,and other three cities;Conditional configuration H_II is"technology environment oriented",with a high level of digital infrastructure and high-tech innovation as the core conditions.The case cities include ten cities,including Shanghai and Hangzhou.（3）Relatively speaking,there are two conditional configurations that lead to a non high level of business environment:conditional configuration NH_Ⅰtakes non high information human capital level,non high digital infrastructure level,and non high-tech innovation level as the core conditions,with case cities including Chizhou,Huaibei,and other twelve cities;The core conditions of conditional configuration NH_II are non high information human capital level and non high-tech innovation level,and the case city is Fuyang.Finally,based on the core conditions under the configuration of high business environment level,and drawing on the practical experience of two typical cases under the configuration of high business environment level,the optimization path for local government business environment is designed:building a solid digital foundation and reducing enterprise network costs;Based on financial functions,actively take action to assist the development of enterprises;Improve the technology service environment and enhance innovation activity;Based on one’s own reality,form a differentiated optimization path.
