The transforming of the science and technology results is not only an inevitable option to facilitate the development of scientific research in the university,but also a way to enhance scientific and technological innovation and to carry out an innovation-driven strategy of development.However,in comparison with developed economies,the efficiency of science and technology transformation in China is still relatively low,and this problem is undoubtedly more prominent in universities.This problem is undoubtedly more prominent in universities.All along,there is a common problem of "resource input but not transformation output" in domestic universities’ scientific research undertakings.How to effectively increase the efficiency of translating scientific and technological achievements at universities into actual production remains an open question.This thesis takes 27 public undergraduate higher education institutions in Anhui province as the research sample,and apply the fuzzy comparative qualitative analysis(fs QCA)to analyse the factors affecting the efficiency of their scientific and technological transformation and to cluster them,in an attempt to explore and answer these questions.The details of this thesis are as follows: firstly,the theoretical basis of the study was determined by combing through the relevant literature.Based on the triple helix theory and production factor theory,a holistic framework for assessing the effectiveness of university science and technology transitions,and a fuzzy set qualitative comparative analysis model was built from three dimensions: human,capital and environment;secondly,a super-efficient DEA method is applied to measure the conversion efficiency of the S&T output of the 27 universities,and the outcome variables are obtained by means of a qualitative mixed set comparison analysis,the qualitative mixed set comparison analysis is applied again in order to investigate the factors affecting the conversion efficiency of the S&T output of the universities as well as the configuration of the sample of the cohort;finally,the empirical results classified the clustering methods of science and technology integration efficiency among universities and made specific suggestions for improving the efficiency of science and technology integration among universities through case studies.It was found that the overall science and technology efficiency of 27 universities in Anhui Province is low,and its efficiency is caused by the concurrence of several influencing factors.The potential for highly effective implementation of scientific and technological results in higher education falls into four broad categories: talent building,government support,spillover effect and comprehensive coordination,while the paths of low efficiency generation can be divided into environmental constraints and comprehensive weakness.Based on the empirical analysis and research findings,the thesis makes four recommendations:(1)to raise awareness of the potential for the transformation of university science and technology products and to encourage the creation of human resource teams;(2)to broaden capital investment channels and optimise resource allocation systems for the transformation of university science and technology products;(3)to improve regional co-ordination mechanisms for co-ordinating the transformation of university science and technology products;(4)to updating feedback to assess changes in universities’ S&T performance and developing a dynamic monitoring system.
