Case Study On Security Management Of "Chengdu Temple Fair" In Wuhou District

Recent years,large-scale mass activities have been held in diversity nationwide,which enormously enrich people's recreational life and promote urban economic development and cultural exchange.At the sametime,safety risk is increasing with frequent and high incidence of public criminal cases,as well as accidents such as congestion or stampede bringing massive casualties in a crowd,which disturbs public order,endangers public safety and infringes on the rights of person and property.With anti-terrorism situation is increasingly severe,any security lapse in large-scale mass activities may cause irreparable loss and bring significant social impact.In order to prevent the occurrence of safety accidents in large-scale mass activities,the State Council promulgated the Act of“Regulations for the Safety Management of Large-scale Mass Activities”since October 1^st,2007.However,with the rapid increase in the number,gradual expansion in the scale and improvement in the standard of large-scale mass activities,it is found gradually that the working mechanism of security management is imperfect,the level of professionalization of the security work force is not high enough,the integration of social resources is not in place,and the application of information technology is not sufficient.Therefore,in order to protect the safety of the people's life and property and maintain social public interest,it requires the government to make further improvement on the work function of security management,to strengthen the construction of security management mechanism,to encourage extensive participation of various social security resources,as well as to improve the methods and working level of security management of large-scale mass activities.This article focuses on the research of the security management of large-scale mass activities through the analysis on a typical case:the Security Management of“Chengdu Temple Fair”in Wuhou District.This article adopt the methods of literature research and case study.Firstly,through the analysis on the current regulations and measures of security management for large mass activities,we sum up the existing problems in security management that the management concept is relatively backward,the working mechanism is imperfect,the level of professionalization of the security work force is not high enough,the application of information technology is not sufficient,the standard of management system is not unified,and the integration of social resources is not in place.Next,we analyze the organizational leadership system,security plans,work arrangement and on-going management of“Chengdu Temple Fair”,with the in-depth analysis on the function,position,major contents and effects of the risk-prevention,security conservation and application of information technology in security management.According to the above analysis,we come to a decision that comprehensive and risk-prevention work is the prerequisite for the security management of large-scale mass activities,the effective and efficient security conservation work is the foundation of security management of large-scale mass activities,and the advanced scientific application of information technology is the brace of security management of large-scale mass activities.And the end,based on the experiences at home and abroad,we propose measures to improve the security work plan and strengthen the construction of security management mechanism for a better security management model of large-scale mass activities in accordance with China's national conditions.
