| This dissertation comprehensively demonstrates how to positively prevent and properly dispose the extremely large-scale mass incidents from three facets. First, improve the on-site technical capacity of handling the mass disturbances; second, strengthen the institutional building; third, suppress political participation explosion.The large-scale mass disturbances happened nowadays have evolved into the phenomena that numerous"non-direct interests"participants took part in. Some event participants have no apparent motive and purpose of direct interest. They just take the opportunities to express their resentment and anger to the society and the Government and the existing social order. "Conflicts of no direct interests "or "vent conflicts" is the most important features of large-scale mass incidents.In the part of introduction, this dissertation defines the concept of especially large-scale mass disturbances. The dissertation uses the theory of political stability, good governance theory, public political participation theory and the theory of crisis management as the main theoretical tool. It uses document analysis, case studies, qualitative analysis and quantitative analysis, comparative analysis and other analysis.In the second part, it mainly analyzes the positive effects of mass incidents. The new features of extremely large-scale mass incidents:the Internet'impacts to the mass incicents becoming greater and greater; those participants who have no direct interest to the mass incidents becoming more and more and venting their anger at the same time; scale and participants of some mass incidents becomes larger; judicial injustices may cause by large-scale mass disturbances; no specific organizers, loosely organized; social influence is great, the damage is worse.The third part analyzes the causes of extremely large-scale mass disturbances. The main reasons include:the mechanism of the mass'benefit appeals is not smooth,system being unresponsive; the contradictions and conflicts caused by the transformation of interests and structure in the social transformation period; the bureaucracy and corruption of some of the leading cadres; rule of law being weak, rule of law is lagging behind; some leadership cadres'decision-making level need improve; local party and government'authority weakening, credibility down; local social governance mechanisms have inherent defects; the social security system is not perfect; law is not responsible for the people, sense of deprivation, anger and other psychological discontent.The fourth part points out the problems appeared in the process of handling the extremely large-scale mass disturbances in the age of the Internet.These problems are: the local party committees and governments paid insufficient attention to public opinion on the network; that the main leaders paid no attention to the mass incidents escalated mass incidents; block information, information disclosure is not timely or not defined; deal with incidents by violent means, the means are out of date, the abuse of police; post accountability is not in time.Chapter, five comprehensively discusses how to properly handle and actively prevent extremely large-scale mass incidents. We should not only find the technical means of handling mass disturbances. But also find the solutions of the deeply-rooted problems so as to solving the problems superficially and completely. First, it puts forward some countermeasures according to the problems mentioned in the fourth chapter. Second, this dissertation argues a series of systems and mechanisms needing to be improved according to the causes mentioned in part three from the view of public administration. At last, the dissertation's last section demonstrated that appropriately guiding, restraining and controling pelple'political participation via Internet can weaken the capacity of the political mobilization of Internet, avoid the exploration of political participation and prevent the occurrence of the extremely large-scale mass disturbances and achieve the purpose of political order and stability. |
