With the step of social constant development, the large-scale events have appeared the trends of increase in the number and the scale in recent years. The large-scale events like a double-edged sword, while are not only bringing interests to people, but also containing potential risks at the cost of the life. The security incidents in this area were not reduced with the social economic development in abroad and home, on the contrary, these bloody lessons were still often found in newspapers. So the security issues have became the social focus in recent years.On October 1st 2007, the State Council promulgated the Act of "Regulations for the Safety Management of Large-scale Mass Activities", which provided the legal system protection for the safety management of large-scale activities. However, In view of our present situation of the safety management of large-scale activities in China, this management system has gradually revealed some problems such as imperfection, delay, even deletion.In view of improving the systems, according to the research methods of comprehensive analysis, such as empirical analysis and comparative analysis, based on summing up the academic research results in the safety management of large-scale events, combining with various research methods, this paper will analyze and solve the problems. Based on the current conditions, according to absorbing some advanced ideas and experiences in the developed countries, and summing up the existing problems and shortcomings of the approval system, the safety culture system and the executive control system in China, this paper will try to put forward some corresponding improvement suggestions:the first, raise awareness of safety management; the second, perfect the legal system; the third, strengthen the administrative supervision; the forth, enhance the degree of specialization; the fifth, promote the process of market. Only in this way will we speed up the establishment and the perfection for the systems and measures related to the safety management of large-scale activities, and keep up with the pace of large-scale events development. |
