Research On The Safety Management Problem Of Large-scale Spontaneous Masses Gatherings Activities

With the rapid development of China's economy and cultural life,various kinds of large-scale mass gatherings activities are increasing.These activities not only promote the prosperity of the city,but also enrich our lives in different ways,but the huge risks beneath these mass gatherings activities have brought great challenges to the management staff.This paper summarizes some cases of large-scale mass gatherings activities happened both at home and abroad in recent years and analyzes the causes,results and the routines of these events to get the fact of the factors that will lead to safety risks.The three main factors affecting the safety are people,environment and the management.In my opinion,the problems existing in the safety management of large-scale mass gatherings activities are many-sided,not only have something to do with the imperfection of design from the top management,but also related to the poor execution of these large scale activities.Judging from the mass gatherings activities in recent years,we should carry out laws and regulations and make sure that the local government will be directly responsible for any kind of mass gatherings activities happening within its area of jurisdiction so as to improve the safety man agement level.The government shall put the safety assessment in the first place and a necessary step before carrying out these large scale activities and make sure that there will be laws and regulations to consult if anything happens.We should constantl y improve our ability in safety assessment and try to conduct decent and careful assessments of the equipments,people,environment and safety matters that engaged in those activities and try to identify the potential safety loopholes and control those eme rgencies in the embryonic stage.We should improve the prevention mechanism for large-scale mass gatherings activities,formulate a work plan for safety management in accordance with the risk assessment report,organize various forces,strengthen supervisi on and management with reasonable and effective deployment of the site to ensure the smoothness and orderly progress of the activities.We should strengthen safety publicity and education and effectively strengthen safety awareness through various means and channels,especially in light of the potential risks that may arise from large-scale mass gatherings activities.Try to help people who engage in those activities to learn about the relevant security knowledge under situations like stampede fire and violence.We should strengthen the building of emergency responsive teams at all levels.We also need to increase the storage of emergency materials like food,water and other necessary equipments needed after those potential gatherings activities.The practice of emergency response is also of key importance to improve the capacity of safety control.We should promote the socialization of safety management,give priority to government promotion and construction and try to make more social forces to participate in the safety management of those mass gatherings activities and give full play to the resource advantages of security companies and voluntary organizations.
