Study On Emergency Management Of Large-scale Mass Activities

The study of emergency management of large-scale mass activities began in the 1950 s,because the developed countries have more than more than 200 years of relevant experience in urban management,so it has been quite mature in this field.At the same time,from the existing reference materials in China,there is no relatively mature large-scale mass activity Emergency management theory.And the existing emergency plans,systems,mechanisms and laws,but also far from meeting the actual needs of emergency management.On New Year’s Day 2015,the mass cross-year event at Chen Yi Square in Waitan,Shanghai,caused a serious stampede due to overloading of human traffic and other reasons,resulting in 36 deaths and 49 injuries.This incident has aroused people’s extreme concern and thinking about holding mass activities in urban public places,and exposed some outstanding problems existing in the emergency management of large-scale mass activities in China.In contrast,it is urgent to improve the emergency management system of large-scale mass activities in China by continuing the large-scale mass cross-year activities of Times Square,which is attended by millions of people over the years.In order to comprehensively analyze the problems existing in the emergency management of large-scale mass activities in China,this paper uses the method of literature to understand the emergency management system with "one case three system" as the core,combined with the specific problems of emergency management exposed by the stampede of the overseas beach,and draws on the feasible experience of the New York Times Square cross-year celebration.This paper puts forward some constructive suggestions to improve the emergency management of large-scale mass activities in China,in order to improve the ability of emergency management of large-scale mass activities in China and ensure urban public safety.This paper holds that the improvement of emergency management of large-scale mass activities in China should be carried out from the aspects of standardizing emergency plan contents,establishing urban emergency management offices,attaching importance to emergency education and publicity,strengthening the construction of emergency professional teams,building emergency resources and information sharing platform,and perfecting the mobilization mechanism of the whole society.
