Civil servants is the staff involved in social management in our country,is also an important participant of social transaction,the establishment of the perfect performance appraisal system,can effectively improve the passion and enthusiasm of civil servants to work,constantly improve their own quality,improve its management ability for social matters,encouraging them to better practice responsibility.At present,there are many researches on the performance appraisal of civil servants,but there are few researches on the performance appraisal of rural civil servants.At the same time,under the background of new era,the party and the people for the construction of a service-oriented government and civil servants at the grass-roots level have higher requirements,also means that the township civil servants will face more opportunities and challenges,therefore,the township civil servant performance appraisal is scientific and reasonable,will directly affect the whole process of the transformation of township government service government,in order to recommend the comprehensive governing party to grassroots far extension,promote the rapid transformation of grass-roots government to a service-oriented government,to create a high quality high level of civil servants,to set up a set of strict,scientific and reasonable,effective grass-roots civil servant performance appraisal system is imperative.This article obtains from the meaning of civil servants,the definition of township civil servants were summarized,and summarizes the characteristics of the current civil servant performance appraisal and the villages and towns public servants face a new test of the new era,illustrates the township civil servant performance appraisal theory basis.The author USES the case analysis,literature research method,interview method and other methods,the performance appraisal work as an example in A town,A town of civil servant performance appraisal based on the actual situation,it is concluded that the current main problems of the following five aspects: there is A deviation assessment concept,not specific enough assessment index,evaluation method and the application of the single and simple,the assessment results incentive insufficient,lack of corresponding legal system guarantee,etc.In order to solve the related problems of the civil servant performance appraisal is A town,seeking truth from facts and puts forward the countermeasures to solve the problem and method of adjust measures to local conditions,one is by changing the idea of civil servants to assessment,reshape the correct appraisal idea;Second,the performance assessment indicators of rural civil servants are further improved through specific refinement of the assessment indicators and the adjustment of the index weight by post classification.Third,it innovates and improves the assessment methods and means by including the mass assessment in the assessment subjects,combining the quantitative assessment with the qualitative assessment,and implementing the relevant detailed rules of the assessment at ordinary times.Fourth,pay attention to the application of the assessment results and strengthen the incentive effect of the assessment results.Fifth,we will improve the laws,regulations and supervision system for the performance appraisal of civil servants,so as to make the performance appraisal of rural and township civil servants legal,and provide legal basis for the implementation of the performance appraisal.
