| In 1997,according to the specific situation of the social development and population needs,China learned from western countries about the successful experience health services and proposed to develop community health services in the whole country.Community health services are aimed at assuring everyone of basic health service.In the strong support of the government regional governments had developed,community health services in a row and,meanwhile the importance of community health service was increasingly prominent.As an important part of health care system in our country,community health service not only strengthens people’s health but also facilitates expensive medical bills and difficult access to qualified medical services.In August 2016,the plan of "Health China 2030"stressed the concept of "universal health life" and "to guarantee base,to strengthen foundation,to build mechanism" once again.The author pays attention to such problems concerning the community health service as a social policy,as what it contents how community health service has been implemented,the current difficulties and performance as well as how to improve the policy.Therefore,by citing the two community health service centers in Dalian,the main purpose of this study is to research the development and implementation of community health services and analyze the existing problems arose in the services provided by community health service center from the perspective of social policy,in addition,the corresponding the practical and effective counter measures are put forward to solve these problems.To be specific,this paper begins with the related concepts and features of community health services by carrying out interview to collect related materials.The social quality theory to analyzes the implementation and effect of Dalian City Community health service policy by taking the two kinds of different types of community health service center in Dalian as examples and to study whether the existing community health service policy is in line with the policy’s value concept and development goals or not from the perspective of social policy.Besides,analysis made the problem existing during the implementation and the reasons-whether to meet the basic social needs of residents.At last,according to the Shanghai,Beijing,Jiangsu and Zhenjiang special models,the author expects to provide reasonable suggestions for the development of community health services in Dalian.The study find that there is no difference two kinds of community health service centers in providing basic medical services and public health services in.Both of them are able to establish the basic coverage of community health service for residents in the area.Therefore,basic public health services have also been actively promoted and achieved satisfying results.According to the basic needs of residents,family services are produced to effectively reduce the burden on the health care so that the basic public health services have been the continuously promoted.However,it is founded that there is a lack of financial subsidy and a shortage of classified treatment.What’s more,community advantage fails to get used and residents’ participation is not enough effective mechanism is not perfect.As for the existing problems,by adopting the "1+1+1" model in Shanghai,Beijing community health service network and "3+X" model in Jiangsu Zhenjiang together,this paper puts forward the related counter measure to improve the community health service in Dalian city based on the actual situation and from the policy to realize the coverage of people’s health and establish the mechanism to strengthen community cohesion policy construction and to attract residents to participate.Through the study of existing community health service the author discovered that,most of the articles focus on the management of community health service institutions in providing service or concern on the investigation of people’s satisfaction of community health service without noticing guiding role of the policy.On the contrary,they seldom analyze community health service status from the perspective of sociology and social policy which exhibits the innovation of this paper.At the same time,this paper also has limitations:firstly,as this paper selects Dalian a public and a private community health service centers as the research object-the research results cannot fully agree with the status of community health service centers of the same type;secondly,there is a limited number of residents who participate in the in-depth interview on the grounds that some of interviewers are reluctant to,answer honestly in order to protect themselves,as a result,some possible deviation is formed.As community health service policy plays an important part in China’s medical and health system reform,we must make reasonable arrangements centered on the reform goal of community health service policy.The government should take active actions to develop community health services,constantly adjust the structure of supply and demand in order to guide public health service to grassroots.Efforts should also be made to guarantee,the implementation of national public security basic medical service,the construction of public welfare and maintenance of the grassroots people’s health rights.Therefore,this paper aims to analyze the implementation and effect of the community health service policy in Dalian,according to its goal,value and fundamental elements through the service in Dalian community health centers.As a result,feasible countermeasures and suggestions are provided to make contributions to,the construction and development of community health service in Dalian. |
