BackgroudThe center for disease control and prevention(CDC)is the guidance and evaluation institution for "integrating health into all policies",and bears the important mission of national health.With the spread of emerging infectious diseases.the increase of the burden of chronic non-communicable diseases,and various public health emergencies,the functions and tasks of disease control work are increasing,and the personnel of disease control are facing great work and mental pressure.At present,there are some problems of career achievement,low social identity and brain drain,which greatly affect the construction of China's disease control system.Insight into the CDC staff present situation of job satisfaction,job burnout and turnover intention,analyze its influence factors,discussed the countermeasures to solve the problem of brain drain,to further optimize the environment of jinan public health development,enhance the level of CDC system standardization construction and play a major role to guarantee the smooth development of public healthPurposeTo understand the current status of health human resources of the CDC in jinan city,analyze the current status of job burnout,job satisfaction,turnover intention of the CDC staff and its influencing factors;To further explore the relationship between job burnout,job satisfaction and turnover intention,and put forward policy Suggestions,in order to further optimize the development environment of disease control in jinan,and comprehensively improve the work efficiency of the disease control systemMarerials and MethodesA total of 1057 people were surveyed by means of census.The survey included the general situation of disease control personnel,job burnout,job satisfaction,resignation intention and social support.Firstly,descriptive statistical analysis was used to analyze the current situation,general demographic characteristics,work status and physical health status of disease control personnel in jinan.Secondly,univariate analysis(independent sample t test and variance analysis)was used to compare the differences of job satisfaction,job burnout and turnover intention of CDC staff in different groups.Then,multiple linear regression was used to explore the influencing factors of job satisfaction,job burnout and turnover intention of CDC personnel.Perason correlation analysis was used to explore whether there was a correlation between job satisfaction,job burnout,resignation intention and social support of CDC personnel.Data were analyzed using SPSS24.0.Finally,Amos21.0 was used to construct the structural equation model to analyze whether job burnout plays an intermediary role among job satisfaction,social support and turnover intentionResultsThe study found that from 2014 to 2018,the number of disease control personnel in jinan showed an overall downward trend,with the number of personnel mainly flowing out,with a net outflow of 142 people in the past five years.The score of job satisfaction scale of disease control personnel in jinan was 73.96±11.68.Training times,health status,overtime hours and job titles affect job satisfaction scores.From the perspective of the occupational burnout of disease control personnel in jinan.the average score of emotional exhaustion isl4.52±6.65.and the professional title and position of the middle and management,overtime hours and health status have an impact on emotional exhaustion.The average score of depersonalization was 8.96±4.87.Gender,job type,job title,overtime hours,and health status had an impact o depersonalization.The average score of personal achievement depression was 31.58±9.48,and gender,professional title and health status had an effect on personal achievement depression.The mean score of dimission intention scale of disease control personnel in jinan was 9.34±3.93.Employment forms,overtime hours,gender,unit type and self-rated health status influence the score of turnover intentionThrough perason related analysis,staffs job satisfaction and emotion exhaustion of CDC(r=0.430,p<0.01).depersonalization(r=0.521,p<0.01),and turnover intention(r=0.480,p<0.01)showed significant negative correlation,and low personal accomplishment(r=0.208,p<0.01),social support(r=0.348,p<0.01)were significantly positive correlation.Job burnout plays an incomplete mediating role between job satisfaction and turnover intention,and it also plays an incomplete mediating role between social support and turnover intention.Both job satisfaction and social support affect turnover intention through job burnout,with the total effect values of-0.405 and-0.212.Conclusions ang SuggestionsThe job satisfaction of disease control personnel in jinan city is good,the degree of turnover intention is in the middle level,the level of job burnout is not high.According to the research,we put forward the following countermeasures:from the national level(1)add public health legislation,improve the disease control system(2)clarify the nature and responsibilities of the CDC(3)through extensive publicity and education,improve the public's understanding of disease control(4)comply with social development,improve the functional positioning of the CDC.From the level of the CDC unit.(1)optimize the mechanism of institutional supervision and evaluation;(2)establish a mechanism combining guarantee and incentive;(3)strengthen the talent team construction of the CDC institution,build a stable and high-quality talent team;(4)strengthen the training of the CDC personnel to ensure the training quality.From the personal level of employees(1)face up to their own mental health status to alleviate job burnout;(2)Cultivate hobbies:(3)Develop the right professional values.
