Study On Zhungeer County Community Healthcare Service Institutions Fund Management Mode

Community health is one of the most important structures of health work and the cornerstone of Urban Health Service.In view of the current situation of"emphasizing medical care over prevention","residents' difficulty in visiting a doctor,high cost in doctor visits"and the intensification of the contradiction between doctors and patients,it is imperative to deepen the reform of the medical and health system and promote the equalization of the basic Public Health Service,to optimize the allocation of resources,to make residents' health care more comprehensive,to make urban health services more reasonable,to make the doctor-patient relationship more harmonious,directly affecting the realization of the goals of health reform.In 2009,the Ministry of Finance and other five ministries jointly issued a series of reform measures in the"Opinions on Improving the Government's Health Investment Policy" The first two measures are to implement the system of essential drugs and to control the scope of drug use,then solving the problem of "drug-based care" The other is to solve the problem of over-medication and drug use,to cut off the complicated relationship between drug use and service quantity,to carry out the management of income and expenditure of community health service institutions.Based on the above background,it is necessary to study the fund management model of Public Health Institutions,especially community health service institutions.Since August 2011.community health services in Zhungeer County have fully implemented a two-pronged fund management model.After running this management mode,some critical problems are effectively solved and the public welfare nature of community health service is greatly enhanced.For instance,the "profit-seeking"behavior of community health service organizations has been reversed.the benefit chain between individual income and business income of community health service personnel has been cut off.and the service mode of community health service personnel has been changed and gradually large-scale escalation of health care costs have been effectively controlled and so on.However.after the implementation of this model,there are a series of problems which need to be solved.such as the increase of financial burden.the increase of management cost.the difficulty of effectively improving the quality of medical service and the low efficiency of special funds.In view of the above problems,this paper attempts to use the theory of public goods and the theory of collaborative public management as a guide,and to learn from the successful experiences and practices of advanced countries and regions,through an in-depth study on the two-line revenue and expenditure fund management mode of community health service organizations in Zhungeer county,this paper probes into whether the two-line revenue and expenditure fund management mode should be continued and then puts forward some countermeasures and suggestions to solve the problems,to promote the healthy,ordered and sustainable development of community health service institutions and give full play to its role as the cornerstone of urban public health and medical service system.
