With the market economy unceasing development and medical security system innovation, people to hospitals and medical staff service requirements also gradually improve, service model of the hospital need from the simple "technology as the center" to "take the patient as the center" transformation, in order to adapt to this change, hospitals must system of performance management from the perspective of the overall, in order to improve the quality of medical service, medical service cost saving, mobilize the enthusiasm of the medical staff, therefore, scientific and reasonable performance management is to increase the efficiency of management, cost management as a necessary factor in conservation.
