Design Of Public Service System For Aging Community Health Management

Caused by the decline in the physical function of the elderly,the frequent occurrence of diseases,has led to an increase in the demand for medical resources.As of June 2018,the number of elderly people over 60 years old in China reached 249.49 million.While the total number of old-age beds in the country was 7.464 million,and than the average number of old-age beds per 100 elderly people was only 3.09.The aging situation is getting more and more serious,and the medical supply is not enough.Foreign practical experience says that effective health management can reduce the incidence of disease and optimize the allocation of medical resources.Nowadays most of China's health management models are based on community-based services.Therefore,establishing a community health management public service model is an important measure to alleviate the current uncoordinated resources of old-age resources and medical resources.According to the above background,based on the new public service theory,this paper adopt the service design idea as the core and the product service system as the theoretical guidance to study the aging health management public service system.The research process is divided into five steps,namely,requirements identification,user demand importance ranking,stakeholder activity design and functional modeling,opportunity identification and program concept design,and product service system evaluation.1)Demand identification:Firstly,after understanding the relevant knowledge of the theory through literature research,the current situation is summarized and the current status system of health management public service in the survey community is constructed.Through the in-depth interviews and behavioral observations of the elderly in the system,especially the elderly living alone,capture the needs and value propositions of the target users;2)Sort the importance of user needs:interview various stakeholders in the system and obtain their needs,invite a number of design experiencers score the target user needs,sort the importance of user needs and comprehensive analysis to obtain the core needs of the target users.3)Stakeholder activity design and functional modeling:When conducting stakeholder activity design and functional modeling steps,obtain a new community health management public service blueprint tlhrough activity design tools and functional construction tools.4)Opportunity identification and concept design:Complete the product contacts and service contacts in the service blueprint,select the appropriate solution from the product cointacts for conceptual design,and invite the target users to select the program preferences to complete the product service system diagram.Construction.5)Product service system evaluation:According to the designed scheme,the satisfaction evaluation is completed,and the overall evaluation of the product service system is completed.This paper is based on the policy review of community health management public services and the user survey of the elderly in the community.Starting from the daily life and health-related activities of the elderly,the paper summarizes a comprehensive set of health prevention,physical examination,disease diagnosis and rehabilitation.The design of the public service system for the aging community health management has an exploration significance for the implementation of health management public services in the community.
