| For steady developments of sciences, technologies, intellectual economy and social progresses, medical institutions should provide and continuously improve high value-added, cost effective, efficient, and comprehensive health service. There are some issues with the payment mechanism in the hospital at present. For instant, lack of the government subside, collecting money depending on drug and unreasonable price. All of these issues restrict the development of health care system, influence the health care delivery and the cost control, and form the situation of "compensation of medical service loss by the profit from the sale of drugs".In the 1990s', some theoretician put forward the point of "A separate management model between medical services and hospital pharmacies". The first step is the separate management and accounting of medical services and drugs. This action plays a positive role in cutting off the beneficial relation among health sector, medical staff and medicine seller, lighten the burden on patients.Studying the present situation, the potential influences and countermeasures of this policy has important theoretical and practical meaning for promoting the normal development of hospital work. This paper discusses the effect brought about by adoption of centralized turning over to the higher authorities of revenues made by the hospital from the selling of drugs and appropriate return of the revenues to the hospitals. Through statistics of 3 years financial data from 1999-2001 and the survey on this policy in Guangzhou, Jiangsu , Heilongjiang, Henan, results show that, to a certain extent, it has controlled the over-consumption of drugs ,improved the income structure of hospital, and promoted the development of operation mechanism of hospital toward rational and healthy direction. However, there are a lot of problems that should be solved. The implementation of this policy is a long process, which need more power to carry it out. |
