Research On Multiple Subjects Collaborative Governance Mechanism In The Implementation Of Health Policy In Alleviating Poverty

As an important part of targeted poverty alleviation work,health policy in alleviating poverty is committed to preventing the occurrence of poverty due to illness and returning to poverty due to illness.It improves the stock of health capital of the poor and achieves the effect of poverty reduction by equitable allocation of health resources,strengthening the protection of health opportunities,and reducing health care expenditures.In the process of promoting health policy in alleviating poverty,Xixian of Shanxi province,located in Lvliang mountain area,not only launched poverty alleviation projects quickly,but also achieved significant results in the county's anti-poverty practices.The author noticed that the local government has realized the importance of a multiple collaborative governance model for poverty alleviation under the Xixian Model.Therefore,the local government actively mobilizes resources,attracts investment,and actively builds a big health pattern composed of multiple subjects such as government,medical and health institutions,enterprises,social organizations and individuals.However,there are still problems such as fragmentation of poverty governance and inadequate self-development capabilities of the poor,which are also common problems in China's local poverty alleviation work.Based on the theory of collaborative governance,this paper integrates the health policy in alleviating poverty model of Xixian into a collaborative governance framework of subject coordination,goal coordination,system coordination,and process coordination.Specifically,the cooperative governance of poverty alleviation in Xixian takes the government,medical institutions,commercial insurance companies,social organizations and the poor as the main subjects of action,making poor to cure and reduce illness,taking double signing service,three insurances and three rescues and serious illness treatment system as the action mechanism,taking health identification,health assistance and health management as the action process.Therefore,a Xixian model of health policy in alleviating poverty has been formed.However,the author found in the investigation that the Xixian model has problems such as insufficient participation of governance subjects,low targeting of health resources,incomplete laws and regulations and declining government trust.Based on the above issues,this paper proposes specific governance strategies such as increasing participation,stimulating endogenous motivation,implementing precise identification,expanding the supply of poverty alleviation,improving system regulations,fostering the public spirit,reshaping social trust,and strengthening interaction and communication.The author believes that it is an important way to break the fragmentation of health poverty alleviation through the construction of a large health pattern in which governments,medical and health institutions,enterprises,social organizations,and poor people participate together.Under the governance framework of source governance,process governance and peripheral governance,active social management and improving the level of participation of governance subjects are effective means of establishing a coordinated long-term mechanism for health policy in alleviating poverty.
