Research On The Effect Of Health Poverty Alleviation Policy On Alleviating Poverty Caused By Disease In A County Of Ningxia

BackgroundThe city of Guyuan is the only regional poor city in Ningxia,and it is the main battlefield for accurate poverty alleviation and poverty eradication in the whole region.In addition to the steep geographical environment,bad ecological climate and economic development constraints,disease is a major threat to the quality of life of people in Guyuan.According to statistics,by the end of 2016,there were still 266,300 people who had not been lifted out of poverty.Among them,there are 39,300 people who return to poverty as a result of illness,accounting for 14.74 % of the poor population.Such poor people also have the characteristics of long-term and intractable nature.It is often "one person gets sick,involves the whole family",not only has a large base,but also difficult to get rid of poverty.Disease leads to poverty,which aggravates disease,which leads to a vicious circle of disease and poverty,which seriously affects farmers' independence from poverty and rural economic development.ObjectivesBy sorting out the health poverty alleviation policy and its implementation,the representative diseases are selected according to the disease characteristics of the health poverty alleviation policy.Based on the disease risk threshold and the analysis of risk level of representative disease spectrum,the ability of health poverty alleviation policy to resist disease economic risk and the effect of alleviating poverty caused by disease in sample counties are evaluated,and policy suggestions for improving health poverty alleviation policy are put forward.MethodsOn the basis of literature review and interviews,the health poverty alleviation policy was sorted out;the information of disease name,disease cost and reimbursement in the one-stop relief table of sample counties is sorted out by EXECL 2010,and the data after sorting out are analyzed by SPSS20.0.According to the ranking of business volume,the representative disease spectrum of health poverty alleviation policy is selected by referring to the scientific theory of policy.The "front-back" comparative analysis method was used to evaluate the degree of realization of health poverty alleviation policy and to evaluate the ability and effect of health poverty alleviation policy to alleviate poverty caused by illness by using mitigation effect indicators.Results1.Representative diseases of health poverty alleviation policyAfter screening,get 30 representative of common and frequently-occurring diseases: lung infection,lumbar disc herniation,hypertension ?,emphysema,coronary heart disease,chronic gastritis,cerebral infarction,upper respiratory disease,bronchial pneumonia,chronic bronchitis,etc.10 serious diseases typical disease: chemotherapy course for cancer,gastric cancer,chronic renal failure(uremia),chronic kidney disease stage 5,chemotherapy for malignant tumors after surgery,personal history of pancreatic cancer,aplastic anemia,postoperative radiotherapy for malignant tumor etc.2.The ability of health poverty alleviation policy to alleviate poverty caused by illnessThe common and frequently-occurring representative diseases do have the economic risk of diseases in the basic medical insurance,and the rate of poverty caused by diseases is 1.57%.In the civil and medical assistance,the rate of poverty caused by illness decreased from 1.18% to 0.03% before reimbursement.In the government's pocket,the rate of poverty caused by illness dropped from 7.17% before reimbursement to zero.The rate of poverty caused by illness for representative types of serious diseases in serious disease insurance decreased from 52.87% to 8.62%.Among the poverty alleviation programs,the rate of poverty caused by illness decreased from 22.66% to 0.26%.In the government's pocket,the rate of poverty caused by illness dropped from 9.62% to zero.Recommendations1.Accurate identification of poor households,establish a scientific and dynamic personnel identification mechanism2.Adjust the compensation scope of health poverty alleviation policy from the perspective of chronic diseases3.Improving the living environment in poor areas,increasing awareness of health management among the poor4.To reduce the time and cost for poor people to go out for medical treatment and improve the ability of medical and health services in poor areas...
