Research On Collaborative Governance Of Online Public Opinion In Public Health Emergencies

The outbreak of COVID-19 at the beginning of 2020 once again sounded the alarm that there are still many loopholes in China’s public health field.Since public health emergencies are closely related to the life and health of the public,they are more likely to arouse public sympathy,and the public opinion caused by them ferments rapidly.If they cannot be guided in a timely and effective manner,the healthy and orderly development of the society will be seriously affected.In addition,with the advent of the information age,information dissemination becomes more convenient and rapid,and online public opinions on public health emergencies take on new characteristics,the evolution process becomes more complex,and the governance difficulty increases continuously.The previous model,which is mainly guided and governed by the government as a single subject,is no longer applicable to contemporary society.This article uses literature research methods,case research methods,etc.,combined with the evolutionary law of public opinion on public health emergencies,and on the basis of crisis management theory,life cycle theory and collaborative governance theory,it focuses on the collaborative governance of public opinion on public health emergencies.The core issues are discussed,and the optimization of the network public opinion governance path for public health emergencies is proposed.The research results have important theoretical and practical significance to make up for the shortcomings in the network public opinion governance path for public health emergencies in the new era.This article first systematically introduces the research background and current research status at home and abroad,sorting out related concepts such as public health emergencies,online public opinion,and collaborative governance;secondly,it explains the comparison between public public opinion on public health emergencies and general public opinion on public health emergencies.Unique characteristics,based on specific cases,clarify the real dilemma of the collaborative governance of public opinion on public health emergencies and analyze the reasons;finally based on the perspective of collaborative governance,based on the explanation of the principles of collaborative governance of public health emergencies,further It proposes a collaborative governance path that builds a cultural concept of collaborative governance,deepens collaborative governance of multiple entities,promotes the construction of laws and systems for collaborative governance,establishes an interactive information resource sharing co-construction mechanism,and optimizes a collaborative governance path for public opinion collaborative governance.
