Research On The Development Status And Optimization Countermeasures Of The Combination Of Medical Care And Elderly Care In Chongqing

At the beginning of the 21 st century,China has entered an aging society.According to national statistics,by the end of 2020,the population aged 60 or above will account for 18.7% of the total population;The population aged 65 and above accounted for13.5% of the total population.In Chongqing,by the end of 2020,the population aged 60 and above will account for 21.87% of the total population;Among them,the population aged 65 and above accounted for 17.08% of the total population.Obviously,the aging degree of Chongqing is relatively high,and compared with the globally recognized standard of "65 year old people account for 7% of the total population",it has far exceeded the standard.Therefore,this paper selects Chongqing as the research object,investigates the current situation of medical and pension services in Chongqing,studies the problems and causes,and points out the corresponding solutions.Taking Chongqing as an example,based on the theory of new public service and welfare economics,this paper makes a questionnaire survey and in-depth interviews with eight elderly care institutions and the elderly groups related to community and family care in Chongqing,It is found that the functions of government departments are not clear,the financial support of hospitals and pension institutions is insufficient,the contradiction between supply and demand,the lack of professional talents,and the lack of cognition of the elderly;On the basis of further analysis of this part of the problem,we can see that the key is due to the imperfect supporting policies of the government,the low rate of return on investment of the government and social forces,the insufficient depth of the combination of medical care and pension,the imperfect talent guarantee mechanism,and the insufficient publicity of the combination of medical care and pension services;Then,this paper draws lessons from the experience of Wisconsin,Quebec,Shanghai and Beijing in the development of the combination of medical care and pension services,and puts forward suggestions to improve the combination of medical care and pension services in Chongqing according to these experiences: firstly,the government should play a leading role in promoting the combination of medical care and pension services;Secondly,it is necessary to strengthen the support of the government and social forces,and improve the supply system of the combination of medical care and pension.At the same time,it is necessary to improve the talent training and performance system.Finally,it is necessary to strengthen the promotion of the combination of medical care and pension services,so that the elderly can have a more comprehensive understanding of the combination of medical care and pension services.In this paper,we find the problems in the medical and nursing care service in Chongqing and put forward relevant solutions,in order to promote the development of medical and nursing care service in Chongqing,and provide reference for the government and relevant departments to regulate and formulate policies.
