Research On Charge Management Of The Medical Service Against The Background Of Zero Difference On Medicines

In recent years,the state has vigorously promoted medical reform and controlled medical fees.The problem of difficult medical treatment for the masses has been solved to a certain extent,and the understanding of medical services has also been greatly improved.However,with the deepening of the marketization of medical services and the comprehensive liberalization of drug prices,the overall medical service charges are on the high side and unreasonable charges emerge in endlessly.To this end,we must establish a transparent and open charging mechanism for medical services,further strengthen supervision,and minimize the occurrence of arbitrary medical charges,which is an urgent problem to be solved.At present,China's medical service fee management system is not perfect and legal supervision is not in place.Studying the management of medical service fee and discussing its countermeasures can not only promote the smooth implementation of medical and health policies,but also protect the legitimate rights and interests of the people to the greatest extent.Zaozhuang City,as a pilot city of "liberalizing drug prices in an all-round way",takes Zaozhuang City as an example to comprehensively analyze various problems existing in current medical service charge management and understand its current situation,which can not only deepen the theoretical research of relevant aspects,but also play a role in promoting the smooth implementation and management of medical reform and reasonable price management.For the vast number of patients,this reform has landmark significance.In this paper,using the relevant theories of medical service charge management and public management,starting with the actual situation of medical service charge management in China,the main problems existing in the current medical service charge management are analyzed and summarized: unscientific pricing mechanism of medical service charge,insufficient financial input,asymmetric information of medical service,decentralized functions of supervision and management departments,and medical security body.The department needs to be improved.Secondly,taking Zaozhuang City as a case study,this paper summarizes the overall situation and effectiveness of its medical service price management,investigates and analyses its specific cases of illegal performance of medical service price.Finally,in view of the existing problems,drawing lessons from the successful experience and Enlightenment of foreign countries,and proceeding from reality,we formulate the Countermeasures of medical service charge management in China:establishing correct medical service values,establishing and perfecting the relevant laws of medical service charge management,increasing financial input to medical institutions,reforming the pricing mechanism of medical service,perfecting the price hearing system and fee publicity system,and adding Strengthen internal management and standardizecharging behavior,improve the third-party supervision and inspection of medical service costs,and increase the supervision and management of medical service charges.Chapter 1: An overview of medical service charges.Explain the related concepts and classification of medical service charge management.Chapter 2: Current situation and problems of medical fees and management in China.This paper introduces the medical service charge policy and the management system of medical service charge in China,summarizes the current situation of medical service charge in China,and analyses its main problems.Chapter 3: The concrete analysis of cases of illegality of medical service price-Taking Zaozhuang City as an example.This paper introduces the basic situation of Zaozhuang City,population distribution,distribution of medical institutions,medical insurance situation,local medical service price policy and supervision and management methods,and specific cases of illegal performance of medical service price.Chapter IV:Foreign medical service fee management and reference.Through the analysis of typical medical service fee management in foreign countries(UK,USA,Germany,etc.),the enlightenment for the improvement of medical service fee management in China is drawn.Chapter 5: In view of the above problems and case summary,the paper puts forward the countermeasures and suggestions for the reform of medical service charge management in China.
