| Medical service charge is an important economic leverage to optimize the allocation of medical and health resources, to promote the sound development of the medical and health industry and to ensure the well-being of the public. In 2016, the current pricing contents were implemented nationwide, with the central and local government cutting more than half of items in the previous content list. As the charge still need pricing for the benefit of the public, the conditions for full marketization is not sufficient. With difficulty and high costs to access medical service, we have to reform the charge mechanism. In the medical market where it is gradually commercialized, it is significant to explore scientific and efficient charge management system that is in line with today’s world.Based on the above statement, the thesis uses documentary and case study to elaborate on the background, aim and significant of research on the charge management of medical service, determines relevant concepts, gives detailed account on the reform of the system and explores the problems and causes of the medical charge management based on a case study of medical charge problems in Zaozhuang, Shandong Province. In the end, the thesis draws experience from domestic and overseas methods and practices, combines the current situation with knowledge in economics and public management and gives macro and micro suggestions as well as the solutions to improve China’s charge management of medical service. From the macro perspective, the framework of charge management should be established, so that there are laws to abide by, policies to follow and mechanism that can protect. From the micro perspective, we should classify the pricing items, reform the mechanism to establish a scientific, standard, open and transparent pricing method.,financial compensation, hearing system,.publicity and supervision. With these efforts, we can provide truly safe, effect, convenient and low-cost public health and basic medical service. |
