The charge for medical service is an important aspect of affecting human health andbasic benefits. It has always been a social focus because it’s an important part of building aharmonious society. From the perspective of medical institutions which provide medicalservices, the charge for medical service is one of their main sources of income. From theperspective of patients, the standard of medical service charge is an important factor whichdirectly affects the actual degree of medical service uses. With the continuous rise of percapita health costs, it becomes a strongly concerned social problem for getting medicalservices more difficulty and expensive. Under this situation, we must study how tostrengthen the supervision of charge for medical services, establish a scientific and reasonablesystem, and make full use of market mechanism to optimizing resource. The system researchhas important theoretical and practical significance.Based on related research methods and results about China’s price control and so on, thispaper analyses the concept of medical services charge, and concludes the evolution andcurrent situation of China’s management system. In this study, Heze City was chosen as theresearch object. After introduction of the present situation, problems and reasons of charge formedical services in Heze City, this paper proposes countermeasures to strengthen thesupervision of medical charge.The paper is divided into six parts: Part I is the introduction, which discusses thebackground and purpose of the research, the present research status at home and abroad,major ideas and contents of the research, etc. PartⅡdiscusses the concepts of the charge formedical services, expounds the meaning and nature of the prices, fees and medical servicesprices. PartⅢanalyses the history and current status of charge management system formedical service in China. Part IV is an introduction of the present situation, problems andreasons of charge for medical services in Heze City. The author explained these points basedon cases and his own management practices. Part V points out the countermeasures forimproving charge management for medical services in Heze City, combined with theframework and objectives of the national medical and health system reform. Part VI is theConclusion.This paper studies the actual situation of charge management for medical services inHeze City by applying the method of Marxism’s special issue with special analysis. By thecomprehensive uses of economics and public administration, in accordance with the requirements of modern management, it proposes measures and proposals to improve themedical services regulatory system, which makes a useful contribution to the National HealthService charge supervision.According to the introduction of the present situation and problems in Heze City, theauthor points out countermeasures from the perspective of national macro level combinedwith Heze City’s own point of view. The countermeasures includes that, the governanceshould be started with the reform of medical service price management, we should explorenew ways for making price, the government should increase financial investment andstrengthen internal management of medical institutions, and so on. All these methods wouldreduce the cost of medical services, which is benefit to increase the income of medicalinstitutions and gradually reduce the burden on patients. In the meantime, we shouldstrengthen the management of the medical industry, apply new charging methods, andincrease the punishment of price supervision and inspection, and maintain the order of faircompetition in the market. By alleviating the unreasonable burden of the charge for medicalservices, and continuously improving the science and effectiveness of the regulatory work, wewould have more effective, convenient and affordable medical services.
