Research On The Improvement Of Service Capacity Of Grassroots Medical And Health Institutions In Pu'er City Under The Background Of New Medical Reform

Grass-root medical and health institution is an main department of health system,and it is the main reform subject of “Protecting and Strengthening the Grass-root” in Chinese medical and health system.It is also the main body of providing public health service and basic medical treatment to the mass.In order to tackle problems of “difficulties and high fees of getting medical treatment” and enhance national health quality,the new medical system formulates three main systems of basic medicine,new type of rural cooperative medical treatment,and basic public health service,and proposes relevant measures like hierarchical diagnosis and treatment system,developing all disciplinary medical treatment,grass-root medical health institution system reform.The development of grass-root medical health industry is the cornerstone of narrowing the gap between cities and rural areas in equally basic public health service,the fundamental approach of providing basic medical service,an important premise of relieving pressure in hierarchical diagnosis and treatment,a significant measure of enhancing new type of rural medical cooperation system,and effective method of lowering people's cost in medical treatment.Pu'er city has nine districts which all belong to underdeveloped regions of multiple nations in agricultural economy.There is deficiency of medical and health resources in Pu'er city.Its service ability is weak,and demand and supply contradiction is prominent.Construction and development of grass-root medical and health institution have great impact on the development of medical and health sector of Pu'er city.Since the first round medical and health system reform in 2010,Pu'er city has made progress infrastructure construction,diagnosis and treatment equipment and talents cultivation of grass-root medical and health sector.With the deepening reform,there are some new problems emerging in the construction process.Difficulties and solutions toward future grass-root service ability of medical institution need to be explored and studied.This thesis applies theories like new public service,and adopts investigation methods like documentary research,comparative analysis,interview,questionnaire.Though analysis of development condition of medical and health institutions in Pu'er city and questionnaire toward patients,the thesis forms concrete data and materials,finds bottleneck of grass-root medical and health institution construction accurately,proposes feasible methods to enhance service ability,and puts forward suggestions for the development of grass-root medical and health sector in Pu'er city.
